DESCRIPTION:
Under the direction of the Board of Directors, the Executive Director is responsible for managing the functions and activities of Central Delta Community Action Agency (CDCAA). This includes responsibility for the overall planning, direction and control of all programs and services undertaken by the agency and ensuring compliance with all applicable laws, regulation, funding requirements and polices. The Executive Director is also responsible for coordinating the activities of a staff of professional, semi-professional and clerical personnel including volunteers, and maintaining a sound financial position for the agency by representing the agency effectively to the public, funding sources, government agencies and other such constitutes. Considerable leadership, initiative and tact are required to gain the cooperation and support of other agencies and to secure acceptance of the community action agency by area residents and the business and civic leaders of the community in general.
RESPONSIBILITES/DUTIES:
Prepares and implements annual budget and programs with help from Deputy Director.
Schedules Agency business for Board meetings.
Supervises professional and support staff.
Oversee the daily operation and organization of a Community Action Agency in order to evaluate the efficiency of Agency operations.
Translate plans into action by involving local, public and private groups, as well as federal, state and other interested organizations in program development.
Supervises public relations and information and educational activities of the Agency and acts as chief public relations officer representing the Agency to the media or appointing someone to do so.
Supervises the work of consultants, subcontractors or others carrying out activities for the Agency and supervises the work for all Agency programs.
Authorizes expenditures within an approved budget, co-sign checks and supervises preparation of financial reports and non-profit financial budgeting and fiscal forecasting.
Oversee the administrative policies and procedures for all Agency functions.
Analyze reports, funding documents, contracts etc., and follow-up as needed.
Provide for planning, monitoring and evaluation of agency activities.
Receive, channel and coordinate all official communication to the Board of Directors.
Advise and consult with the Board of Directors on proposed actions, regulations, funding requirements and policy concerns that may affect the agency programs and/or operations.
Make sound business recommendations to the Board of Directors.
Provide administrative support to the board of directors and its committees.
Represent the Board of Directors at meetings, conferences, hearings and related public activities and governmental functions.
Protect and manage all agency funds and assets to ensure compliance with all applicable laws and regulations regarding grants and contracts.
Oversee and coordinate all resources development for the agency, including grant applications and contract proposals.
Manage all agency facilities to ensure cleanliness and safety, cost-effective operation and most efficient use of space.
Hire per policy set forth by board.
Delegate work assignments, ensure efficient and effective scheduling of assignments to staff in fulfilling the mission and activities of the agency and conduct staff meetings as needed and oversee staff orientation and professional development programs and activities.
Maintain good working relations and communications with government agencies and other funding sources.
Gain the cooperation and support of other state local agencies and secures the acceptance of the community action agency by area residents, business and civic leaders of the community in general.
Coordinate services with other agencies.
Mobilize community resources in support of agency programs.
Promote the community action agency and its programs through personal appearances before various business and civic groups through the use of radio, television and other news media.
Stay up-to-date and knowledgeable about policies, procedures, regulations, economic trends, funding possibilities and other matters of concern for the agency. Perform other job-related duties as deemed necessary.
SKILLS/QUALIFICATIONS:
Formal equivalent of a bachelor's degree from an accredited College or University in public administration, business administration, social science or related field is preferred. Relevant and related work experience may be substituted.
Five years of experience in administration, management, or leadership capacity.
Experience in administering social service programs is preferred.
Knowledge of the principals and practices of administration, management and supervising.
Knowledge of political, social and economic factors influencing community development and human services programs.
Knowledge of general organization, operations of local government, state or federal agencies.
Ability to lead and direct others, to delegate responsibilities effectively and to organize and supervise the work of staff.
Ability to prepare and present clear and concise oral and written reports, memoranda, directives and letters.
Self-ability to manage one's time efficiently to meet deadlines, problem-solve and be self-sufficient while working with little supervision, but with high ethical standards.
Regular, reliable, and non-disruptive attendance is an essential job duty, as is the ability to create and maintain collegial, harmonious working relationships with others.
An advanced skill set in word processing, communications, preparation of reports, data entry and other administrative skills.
Excellent communication skills - written and verbal.
Extremely organized and detail oriented, ability to prioritize projects, multi-task, strong problem-solving skills and good research skills.
Proficiency in understanding protocol while communicating with colleagues, partners and leaders in the community.
Knowledge of general business operations.
Skilled and proficient in spelling, word processing, filing, punctuation and basic bookkeeping practices.
Use of proper grammar and telephone etiquette.
A dynamic, positive self-starter who is able to work autonomously.
Ability to critically think and take initiative.
Ability to handle multiple projects with the understanding of urgency in meeting impending deadlines.
Ability to operate office machines and equipment.
Knowledge of computer programs Microsoft Word, Outlook, Excel & PowerPoint, etc.
Must possess a valid Arkansas driver's license and automobile insurance.
SPECIAL WORK CONDITIONS:
Ability to operate a motor vehicle and travel in state.
