Responsible for the overall management, strategic planning, development, evaluation, and implementation of district maintenance, child nutrition, warehousing, transportation, security, health services, and district student support services.
QUALIFICATIONS:
Bachelor's degree
Master's Degree preferred.
The Executive Director of Support Services shall be knowledgeable in the areas of: TEA fund accounting; PEIMS; student scheduling; grade reporting; attendance requirements; computerized fund accounting systems; supervisory requirements and systems; budgetary requirements and operations; accounting; transportation; food services; and maintenance procedures. Preferred three years' experience as an administrator for a public school district.
SUPERVISES:
The Support Services Staff, which includes: Food Service Director; Director of Custodial, Maintenance, and Transportation; Director of Finance and Personnel, Charge Nurse; and clerical staff.
MAJOR RESPONSIBILITIES AND DUTIES:
Oversee the management of facilities maintenance, warehouse, child nutrition, and transportation operations of the district.
Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; receive nutritious meals; and attend school in an environment that is safe, clean, and conducive to learning.
Policy, Reports, and Law
Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district.
Compile, maintain, and file all reports, records, and other documents as required.
Budget

Develop and administer the department budget based on documented needs and ensure that operations are cost effective and funds are managed prudently.
Communication

Ensure that established goals and expectations related to district operations are communicated clearly, consistently, and in a timely manner.
Personnel Management

Prepare, review, and revise job descriptions in maintenance, child nutrition, warehouse, and transportation departments as needed.
Evaluate job performance of employees to ensure effectiveness.
Select, train, evaluate, and supervise staff and make recommendations related to assignment, retention, discipline, and dismissal.
Safety
Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a district-wide preventive safety program is developed and implemented.
Follow district safety protocols and emergency procedures.
Other
Prepare and deliver written and oral presentations on operational issues to the board. Attend regular meetings of the board.
Supervisory Responsibilities:

Supervise, evaluate, and recommend the hiring and firing of maintenance, transportation, warehouse, and food service supervisors and staff, and operations department clerical staff.
Responsible for responding to Open Records Requests.
Develop long and short-range objectives and goals for the business and support operations of the school district.
Serve as investment officer for the district.
Service as Records Retention Officer for the Districts business records.
Provide effective communications with staff, community, media and board.
Deal sensitively and fairly with people from diverse cultural backgrounds.
Work with district personnel in projecting student enrollments, staffing needs, building and facility's needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
Prepare, review, and revise job descriptions in the Business & Support Services Department.
Develop training options and/or improvement plans to ensure competent and efficient operations in the area of business and support services.
Evaluate job performance of Business and Support Services Departments' employees to ensure effectiveness.
Make sound recommendations relative to personnel placement, transfer, retention, and dismissal.
Direct and manage business and support operations of the district including, but not limited to, purchasing including bid processes, maintenance and custodial services, accounting, transportation, food services, construction management, elections, budget hearings, bond issues, debt management, investments, risk management, and employee benefits programs.
Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate.
Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district's specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
Ensure that the necessary time, resources, materials, and technology to support accomplishment of department goals are available.
