Environmental Technician I
s located at Kapolei Hale.
What You'll Do
Perform routine and recurring storm water construction compliance inspections and assist higher level more experienced personnel in performing inspections in moderate to complex cases.
Issue deficiencies, citations and penalties to correct the violation and allow the site to come into conformance with the regulations.
Perform any follow up enforcement actions in support of the branch's programs to ensure necessary corrective behaviors and compliance with applicable laws and regulations.
Respond to inquiries on allowed discharges to the City's storm drain system, explains roles of the City, and responsibilities to minimize pollutants from entering the City's storm drainage system.
Assist with water quality monitoring activities, including stream sampling, grab sampling of illicit discharges, outfall monitoring, stream mouth opening, trash reduction assessments and waste load reduction quantifications.
Operate a vehicle independently to perform fieldwork, attend meetings and conduct inspections.
Special Work Requirements
Position involves fieldwork outside of the office, which will involve:
+ Operating a vehicle to/from inspection sites,
+ Exposure to traffic hazards,
+ Exposure and handling of chemicals and reagents,
+ Climbing into streams for sampling,
+ Walking on uneven, slippery and obstructed surfaces such as platforms, stream beds, construction sites, etc.,
+ Moderate lifting and carrying of equipment (15-50 pounds),
+ Entering various types of sites for inspections, including, high to medium security areas during construction and post-construction phases of a project,
+ Opening storm drain utility covers, gratings and other storm drainage structures, and
+ Other conditions and situations depending on the project at hand. May also require overtime work, including weekends, holidays and after hours for investigations, field sampling and assisting with presentations to community groups.
Must be able to learn how to use various computer systems, programs and applications needed for the job (e.g., Geographical Information System (GIS) software, City, State and Federal systems, asset management and database programs, hydrologic modeling programs, etc.).

Minimum Qualification Requirements

EDUCATION REQUIREMENT
Equivalent to graduation from high school. Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.
EXPERIENCE REQUIREMENT
Two years of technical field experience which involved sampling, inspectional, and/or investigational work relating to the enforcement of laws, ordinances, and/or rules and regulations.
Substitution: An Associate's degree from a regionally-accredited college or university in
Engineering Technology or Natural Sciences
and/or a Bachelor's degree from a regionally-accredited four-year college or university in
Engineering
, or in a
Biological or Physical Science
will substitute for up to two years of the required technical field experience.
