Job Description


The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Engineer IV within the Bureau of Water Resources, Division of Municipal Services (DMS). The Division is charged with implementing the State Revolving Fund (SRF) regulations for Clean Water and Drinking Water. The incumbent will be based in MassDEP\xe2\x80\x99s Boston Office and will serve as a State Revolving Fund Program and water infrastructure subject matter expert, performing professional engineering work of substantial difficulty and importance on more complex water and/or wastewater projects under the supervision of a higher-grade engineer. Incumbent is allowed considerable latitude for independent technical judgement and will participate in the supervision and coaching of lower-grade engineers in the unit, as assigned.

Duties for this position include, but are not limited to, the following:

  • Oversees water infrastructure construction projects. Conducts on-site interim and final SRF construction contract inspections, prepares and files all necessary construction contract reports. Reviews and approves SRF Construction Contract Change Orders. Coordinates and processes collection of SRF Project Closeout materials and their archiving.
  • Serves as a subject matter expert on SRF regulations and the engineering and construction aspects of water infrastructure projects. Approves plans and specifications based on compliance with current guidelines, laws, regulations, SOPs and standard engineering references and practices to ensure that planned work can be bid and constructed in accordance with requirements.
  • Assists section chief in the facilitation of the review, approval, and ongoing monitoring of complex water infrastructure projects. Participates in the supervision and mentoring of those holding the position of EE II and EE III, as assigned.
  • Completes technical and administrative reviews of assigned financial assistance applications in accordance with the regulations, guidelines and DMS SOPs so that clean water and drinking water SRF financed projects can receive financial assistance and proceed in a timely manner through completion. Monitor the status of assigned SRF projects to ensure that all applicable requirements are met, project is as implemented, and closeout at project completion is documented.
  • Evaluate engineering and planning reports in accordance with current guidelines, regulations, SOP\xe2\x80\x99s and standard engineering references and practices to assure that water infrastructure projects developed based on such reports can be approved and eligible for financial assistance.
  • Communicates with SRF program stakeholders including, but not limited to, watershed associations, MassDEP program staff and regional staff, local officials, consultants, and other state and federal agencies, through written, oral, and electronic means to ensure they are well informed of the Division\xe2\x80\x99s projects, program changes, guidance, and requirements.
Preferred Qualifications at Hire:

\xc2\xb7 Knowledge of scientific and/or engineering principles associated with wastewater management & infrastructure and drinking water treatment.

\xc2\xb7 Knowledge of construction methods, materials, and equipment.

\xc2\xb7 Experience related to design and/or construction oversight of water or wastewater treatment facilities.

\xc2\xb7 Ability to conduct independent water or wastewater infrastructure construction site inspections.

\xc2\xb7 Knowledge of applicable regulatory requirements.

\xc2\xb7 Ability to maintain a high level of expertise in all aspects of drinking water, wastewater collection, treatment, and disposal methods.

\xc2\xb7 Experience with construction contracts, engineering drawings and cost estimates is a preference for this position.

\xc2\xb7 Registered Professional Engineer or Fundamentals in Engineering/Engineer-in-Training certification in Massachusetts. Ability to use hand tools and instruments, climb ladders, and move equipment up to 25lbs in weight.

\xc2\xb7 Excellent communication skills.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least three years must have been in a professional capacity and (C) of which at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate\'s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor\'s degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience *

III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
