Plans, directs, and coordinates the necessary monitoring, evaluation, and investigative activities to ensure compliance with environmental regulations; manages, coordinates, and implements contracts for clean-up projects for soil and groundwater contamination; serves as a technical resource and advisor regarding a variety of environmental issues and concerns; and performs other related duties as required

Distinguishing Characteristics

This class is distinguished by its responsibility to develop, maintain, and implement an environmental compliance program that meets applicable federal, state, and local laws, regulations, and permitting.

Examples of Duties

  • Ensures department is in compliance with federal, state, and local environmental and health regulations
  • Monitors, evaluates, and investigates activities to ensure compliance with environmental regulations
  • Develops, maintains, and implements policies and procedures to ensure department is in compliance with applicable environmental and health regulations
  • Travels to landfills, baseyards, or facilities to conduct inspections to ensure policies and procedures are being followed
  • Acts as a point of contact for concerns or issues regarding environmental compliance
  • Obtains and maintains permits to ensure permits are current and in compliance with applicable regulations
  • Identifies violations and takes corrective action as needed; monitors areas of concern until compliance is met
  • Conducts internal reviews or audits to ensure compliance procedures are being followed
  • Conducts training for appropriate staff on environmental matters and works with them on strategies to ensure compliance
  • Keeps abreast of changes and updates to laws and other environmental compliance requirements
  • Plans and coordinates special environmental projects or events
  • Serves as liaison for the department with other departments, outside agencies, and organizations regarding environmental compliance matters
  • Assists in the development of the department\'s annual environmental program budget
  • Researches and prepares a variety of administrative reports
  • Prepares, organizes, and maintains department\'s inspection records
  • May, in a divisional setting, assume responsibilities for implementation of OSHA-required safety programs
  • Performs other related duties as required
Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor\'s degree in environmental sciences, environmental engineering, civil engineering, geology, industrial hygiene, or related field; and four (4) years of responsible experience in monitoring and administering environmental compliance programs to include project management oversight.

License Requirement: Possession of a valid motor vehicle driver\'s license (equivalent to State of Hawaii, Type 3).

Knowledge of: All federal, state, and local environmental regulations, procedures, and guidelines; all pertinent federal, state, and local permitting, enforcement, and appeals processes as it relates to environmental compliance issues; principles and practices of environmental protection services; standard and accepted pollution treatment and control processes for air, water, solid waste, toxic waste, and hazardous materials; and standard and accepted budgeting and contracting procedures, guidelines, and OSHA regulations.

Ability to: Understand, interpret, and explain a variety of highly technical and specialized compliance laws, regulations, and guidelines; organize, direct, and implement a comprehensive monitoring and reporting program related to a variety of environmental compliance issues; analyze budget and technical reports on a continuous basis; observe performance and evaluate outside contractors and consultants; prepare, administer, and monitor assigned budget; manage a team of professional and technical consultants; and analyze problems, identify alternative solutions, project consequences of proposed actions, recommend/implement effective solutions in support of stated goals and objectives.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
