KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State's Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities:
Plan, lead, and manage the section's Target program activities as it pertains to the Kansas Nonpoint Source Management Plan. Target programs include the 319 program, KS WRAPS program, Source Water Protection and SRF nonpoint source projects:
A) Determine work activities as required by respective regulations and guidance.
B) Confer regularly with other agencies and KDHE staff in managing the Kansas NPS management plan to develop understanding, support, and input. Some of those agencies include EPA, KWO, KDA, KSU, KGS, KBS, NRCS, USGS, USACE, and KDWPT.
C) Work with other BEFS sections and DOE bureaus to ensure coordination of NPS activities with other water quality programs.
D) Provide performance measures for program activities and monitor section's progress toward attainment of goals and objectives. Develop corrective measures where they are not met.
E) Report regularly to EPA and/or the Kansas Legislature as per funding agreements.
F) Oversee section records and internal management.
Job Responsibilities may include but are not limited to the following:
Manage the Watershed Restoration and Protection Strategy (WRAPS) Program WRAPS is intended to be a locally driven program which identifies local watershed needs in conjunction with other state, federal, and private partners. Managing WRAPS involves considerable time in coordinating with local sponsors and other agencies. WRAPS activities, while specifically identified under this task is integral with the items identified in Task #1.
Plan, lead, and manage the section's Base program activities as it pertains to the KS Nonpoint Source Management Plan. Base programs include the Local Environmental Protection Program, USACE Clean Water Act section 404 permit activities and general NPS coordination and outreach:

B) Confer regularly with other agencies and KDHE staff in managing these programs to maintain understanding, support, and input. Some of those agencies include: KEHA, KS Small Flows, KAC, KWO, KDA, KSU, KGS, USACE.
C) Provide performance measures for program activities and monitor section's progress toward attainment of goals and objectives. Develop corrective measures where they are not met.
D) Report regularly to EPA and/or the Kansas Legislature as per funding agreements.
E) Oversee program records and internal management.
Qualifications
Education
:
+ High School, GED
Licensing & Certification:
+ Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
Minimum Qualifications:
+ Four years of experience in environmental, agricultural or natural sciences/resources and three years of experience in environmental program administration including two years of supervisory experience
Preferred Qualifications:
+ Four to six years of experience in biological science, hydrology or environmental or natural science. Environmental/Earth Science, Biological or Natural Resources. Education may be substituted for experience as determined by the agency
