We are looking for an experienced enterprise data management (EDM) consultant that has specialized in EDM in the health care industry. You will work as a subject matter expert assisting the client in maturing an enterprise data management capability for the organization that will include: * Provide a written update to the client\xe2\x80\x99s Enterprise EDQ.

  • Support client\xe2\x80\x99s Enterprise Data and Information Workgroups, including the Data Stewards Workgroup and the Information Architecture Board. These groups are the liaisons to the Programs and Data Owners.
  • Assist client\xe2\x80\x99s Enterprise Technology Services in implementing electronic tools to support data quality requirements.
  • Support client\xe2\x80\x99s Enterprise Performance Monitoring and business intelligence efforts, including reports and dashboards.
  • Conduct a survey with Data Stewards to assess perception of high-quality data and any current/planned reporting requirements for data quality and use the information gathered to create high-level data quality requirements.
  • Establish framework for enterprise data quality by defining processes and identifying roles and responsibilities.
  • Assist in the effective application of client\xe2\x80\x99s DMP with programs and projects.
  • Define enterprise data quality dimensions and issue categories, along with data specification and work instruction templates, such as corrective action plan, data quality business rule templates, and data quality business intelligence dashboards.
  • Lead and assist with the evaluation of existing data quality protocols, including pre-acceptance edits, and provide written recommendations to facilitate data quality improvements.
  • Lead and assist program staff with the development of an effective and efficient data communication and documentation framework to improve the dissemination and uptake of information concerning existing or changing reporting requirements.
  • Manage data quality policies, standards, and procedures.
  • Lead and participate in planning sessions with intra- and inter-departmental workgroups to define the data quality standards for new State initiatives.
  • Develop data quality service level agreements.
  • Develop and implement a Data Quality improvement-related education program for stakeholders to increase data literacy.
  • Work closely with state staff and facilitate necessary knowledge transfer and trainings.
Mandatory qualifications: * Minimum of three (3) years of experience interpreting, analyzing and applying HIPAA health care transaction requirements.
  • Minimum of three (3) years of functional experience within an organization with a large, complex data set.
  • Minimum of three (3) years of experience gathering, documenting, and designing and applying data quality requirements and data standards.
  • Minimum of three (3) years of experience with implementing electronic tools/software to support data quality requirements.
  • Minimum of three (3) years of experience establishing a framework for enterprise data quality.
  • A bachelor\xe2\x80\x99s degree from an accredited college or university.
Desirable qualifications: * Experience working on Medi-Cal, or another Medicaid, as a Data Quality Analyst, Business Analyst, or Business Intelligence Analyst.
  • Experience with tools focused on business intelligence dashboards and reports, such as SAS, Microsoft PowerBI or Tableau.
  • Experience applying data quality management concepts and the Data Management Body of Knowledge (DMBOK) or similar methodology.
  • Experience in the creation and implementation of data quality service level agreements.
