Summary
The purpose of this job is to supervise the work of engineers and engineering technicians to ensure compliance with local, state, and federal guidelines. Oversees design of plan specifications and cost estimates for projects. Conducts risk assessments. Participates in annual capital budgeting and monitoring of expenditures. Drafts resolutions for Council consideration and reviews studies to identify future capacity and infrastructure needs.

  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring and/or discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
  • Manages construction and Capital Improvement Projects.
  • Prepares budgets, monitors expenditures, and reviews estimates of time and resources.
  • Prepares and oversees preparation of engineering documents, including plans, specifications, contracts, maps, and standards.
  • Drafts resolutions, ordinances, and memos for City Council consideration.
  • Serves as subject matter expert for department; advises departments, construction experts, and public.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.
Supervisory Responsibilities
  • Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees) including providing input on hiring, issuing formal discipline, conducting performance evaluations, and realigning work as needed. Such authority is not merely of a routine or clerical nature but requires the use of independent judgment.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
  • Bachelor's Degree in Engineering.
  • 5 to 7 years' experience in engineering, construction, or related field.
Licenses or Certifications
  • Professional Engineer (P.E.) license required.
  • Valid driver's license.

  • Principles, practices, and methods of civil engineering and construction, including such specialties as land surveying and mapping, hydraulics, structures, geotechnical, transportation and/or sanitary sewer.

  • Business and management principles involved in strategic planning, resource allocation, and/or production methods.
  • Standard practices, methods, materials, tools, and equipment of construction and building trades.
  • Engineering design software, Geographic Information Systems (GIS) software, office software and computer drafting.

Starting Salary $80,309 - $117,270 annually, commensurate with education and experience
