POSITION SUMMARY/CLASS DESCRIPTION

Maintain the safe and efficient operation of the County road system through traffic engineering. Included is: studies and improvements for existing roads for various transportation modes; review of plans to be taken into county road system; review of SHA and private roads/facilities for impact to county roads. May include traffic signal operations work.

CLASS DESCRIPTION:

Performs professional level engineering work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes designing engineering features, reviewing engineering and construction plans, and assisting with preparation of planning and engineering documents.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other related duties may be assigned.

Works and cooperates with co-workers and supervisors at all levels.

Learns and performs all essential job functions accurately.

Traffic Engineering Studies: signing and marking; parking; intersection control; intersection improvement; sight distance: stopping, passing, intersection; street lighting; traffic calming; accident investigations; pedestrian/school walking routes.

Intelligent Transportation Systems: investigations of ITS components for possible implementation including: digital cameras for the red light program; automated speed enforcement; telemetry for permanent counting stations; rapid response teams for traffic control; network signal coordination.

Operational Improvements to County Transportation System: design and field layout for improvements based on studies; manage consultant projects for improvements; project manager during construction of improvements.

Customer Service: respond to citizen inquiries; speak at community/business forums; serve on community based traffic action teams and committees.

Consultant for other County Agencies: Police Dept: red light camera program; parking and speeding problems; Dept Planning and Zoning: review of traffic impact studies; review of developer plans; traffic counts; Board of Education: analysis of walking routes; crossing guard studies; bus stop locations; parking lot entrances; Recreation and Parks: pedestrian crossings; deer accident reductions; hiker/biker paths; Bureau of Engineering: work zone traffic control; detour routes; Bureau of Facilities: parking lot design/layout; permit parking; Health Dept: drive-up flue shots; County Council: traffic related constituent concerns Management: initiate/maintain consultant and construction contracts; manage consultant/construction projects.

SUPERVISORY RESPONSIBILITIES:

This job has no supervisory responsibility.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor Degree in Engineering and two years experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Master\'s degree or equivalent; or four to ten years of related experience and/or training; or equivalent combination of education and experience.

Registered Professional Engineer in State of Maryland preferred but not required.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.

Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.

Ability to write speeches and articles for publication that conform to prescribed style and format.

Ability to effectively present information to top management, public groups and/or boards of directors.

Ability to apply advance mathematical concepts such as exponents, logarithms, quadratic equations and permutations.

Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.

Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc) in its most difficult phases.

Ability to deal with a variety of abstract and concrete variables.

CERTIFICATES, LICENSES AND REGISTRATIONS

Class C Maryland Driver\'s License or equivalent issued by state of residence.
