General Description
JOIN OUR TEAM AS AN ENGINEERING MANAGER - SERVICE COMMITMENT! The role of Engineering Manager-Service Commitment involves highly responsible professional managerial and technical work to assist the Utilities Engineering Director in leading activities associated with reviewing, processing, and approving utilities related zoning applications and service connection applications. The Manager is also responsible for developing and updating the Utilities Standards for design and construction. Provides intergovernmental coordination and ensures accurate and timely communication with the Board of County Commissioners, Pasco County citizens and other stakeholders.
Essential Job Functions
This Engineering Manager position will direct the activities of the Service Commitment section under broad guidance from the Utilities Engineering Director and the Utilities Engineering Assistant Director. The Engineering Manager will report to the Assistant Director. The Engineering Manager will:

  • Lead, coordinate, and oversee all facets of the utility's permit review workflows, to include coordination and negotiations with applicants, monitoring and keeping up to date the appropriate County permitting portals, developing special permit conditions, assessing fees, contract administration for embedded consultant project management assistance, and reporting.
  • Manage inter-departmental coordination with Operations & Maintenance, Customer Information and Services, Planning Development and Economic Growth, Information Technology, Fiscal and Business Administration, and other support services to timely approve service connection applications.
  • Provide effective leadership for a group of team members including engineers, technical specialists, permitting specialists, and inspectors.
  • Liaise with the development community and Operations and Maintenance staff to monitor the efficacy of existing standards and to develop new or modified standards for design and construction and product approvals.
  • Evaluate and mentor subordinate personnel.
  • Plan, direct, and conduct major special studies and projects as assigned.
  • Manage and interpret complex technical work elements assigned to staff and consultants.
  • Identify, develop budget, implement, and manage programs and initiatives that enhance the operational efficiency and effectiveness of the Service Commitment Program related to: permit review workflows, County permitting portals, keeping track of key performance indicators via online dashboards, and best practices.
  • Provide exceptional customer service to internal and external customers that meets or exceeds established levels of service.
  • Assist with the preparation of budgets used to develop the annual department operating budget related to this section.
  • Develop and implement section goals in support of organizational goals and objectives.
  • Represent the Service Commitment Section and Department in public meetings.
  • Provide support for operations through communications and analysis of technical issues.
  • Perform related work as required.
Knowledge, Skills and Abilities
  • Knowledge of principals of science and mathematics as applied to civil engineering works.
  • Knowledge of water, wastewater, and reclaimed water design, construction, and permitting practices.
  • Knowledge in negotiating and developing utility service agreements, letters of commitment, and assessment of connection fees.
  • Ability to plan and direct the work of engineers, technicians, and clerical personnel.
  • Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to optimize use of staff and other resources.
  • Skilled in negotiations, policy implementation, project management, employee relations, and the handling of detailed situations.
  • Ability to present clear and concise reports, orally and in writing.
  • Strong public speaking skills and the ability to establish and maintain effective working relations with applicants, consultants, the public, employees, and government officials.
  • Knowledge of pertinent federal, state, regional, and local laws, codes, and regulations particularly with respect to the design, construction, and operation of water/wastewater/reclaimed water utility projects.
  • Ability to read and interpret complex studies and/or engineering reports and plans.
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil, Chemical, or Environmental Engineering with eight (8) years of progressively responsible water and wastewater utility experience OR a Master's Degree in a related field with six (6) years of experience. Four (4) years of engineering experience as a Professional Engineer with three (3) years of managerial and/or supervisory experience. Public Sector experience preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Licensed as a State of Florida Professional Engineer required. An equivalent license from another state is acceptable, but must obtain registration in the State of Florida within one (1) year from the date of hire.
