Description of Work This position serves as the State Signing and Delineation Engineer to oversee internally or privately prepared signing and pavement marking packages, encroachment agreements, purchase order contracts, and design-build projects. Inclusive with this responsibility is the review or approval of preliminary and final design concepts, quantity estimates, and specifications to ensure compliance with state and federal guidelines, using design software for sign messages and sign supports. The Signing and Delineation Unit combines highway signing and pavement marking theories, techniques, practices, procedures, and responsibilities. This unit assists in administering engineering plans, specifications and estimates; the successful installation, application and maintenance (on a statewide basis) of all traffic signs, pavement markings, and other traffic control devices; and investigations to responses made by citizens, public officials, industry representatives, and state and federal agencies regarding these applications. Statewide signing and responsibilities also include the operation and management of three Signing Programs (Logo Signing, Tourist Oriented Directional Signs, and Agricultural Tourism Signing) established by General Statute and regulated by Administrative Code and/or NCDOT guidelines; and for the development and maintenance of the Traffic Engineering Policies, Practices, and Legal Authority (TEPPL) manuals in regard to signing and pavement marking issues. Included in these responsibilities are the establishment of policies, procedures and standards for these activities to ensure conformance with Federal guidelines, the General Statutes of North Carolina and the Department's Fiscal Procedures.

  • Demonstrated ability to perform and oversee the recruitment, selection, development, coaching, counseling, disciplining and evaluation of employees.
  • Demonstrated ability to compose effective written communication with employees and heads of other organizational units.
  • Working knowledge of principles and practices of civil engineering, construction and maintenance methods.
  • Considerable knowledge and understanding of NCDOT concepts, practices and theories used in pavement marking and MUTCD.
  • Experience preparing business plans and cost analysis reports.
Minimum Education and Experience

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
