Encampment Clean-Up Worker
position. This position is part of the Parks and Trails Division and some of the duties of this position include:
Perform encampment cleanup operations at designated sites
Perform a variety of grounds maintenance and landscaping tasks
Operate a variety of power tools and equipment
Use an interactive, electronic work management system

Essential Functions:
Perform encampment cleanup operations at designated sites, including cleanup site identification, public notification, logistics and storage of 'personal property' per city policy.
Respond to service requests and concerns related to encampments and other litter complaints. Identify locations, determine property ownership in and around encampments and perform cleanup activities.
Participate in the work of crews and laborers, equipment operators, heavy equipment operators and technicians. Perform tasks assigned to the crew, use specialized machines, power and hand tools.
Participate in encampment cleanup work performed by cross-functional teams composed of City employees, contract laborers and volunteers. Perform work in compliance with contract documents and appropriate policies, guidelines, laws and regulations.
Communicate with staff from other city departments, state agencies and private vendors to execute complex and sensitive cleanup operations.
Perform a variety of general parks and trails groundskeeping and natural resources duties including but not limited to: Collecting trash; planting and transplanting vegetation, preparing and fertilizing soil, watering trees, shrubs, and various grounds; painting park amenities and structures; blowing, sweeping and washing sidewalks and courts.
Assist with planting, weeding, cultivating, mowing, pruning, trimming and removing trees, vegetation, shrubbery, landscaped areas, lawns and turf growing on City streets, parks and in natural areas.
Assist with inspecting, repairing, installing and maintaining in good working order irrigation and drainage systems; water various grounds areas by hand and operate irrigation systems as assigned.
Assist with maintenance and repair of water-related structures including, but not limited to, log booms, piers, docks and boat launch areas, and footbridges.
Apply herbicides, pesticides and other chemicals per industry standards.
Assist with tree pruning and removal operations such as lowering limbs with ropes, operating equipment, making repairs and assisting others with tree and grounds maintenance activities; assist with disposal of waste generated from tree operations such as excavating, cutting and removing roots and chipping brush; prune trees from the ground or on ladders; provide traffic control as necessary.
Learn to operate an aerial lift truck in performance of tree maintenance activities at considerable heights.
Assist with installing, repairing, and maintaining park tables, benches, barbeques and athletic equipment; perform minor and preventive maintenance and repair work on equipment, park structures and amenities.
Identify safety concerns on basketball courts, tennis courts and other recreational surfaces, and maintain as assigned.
Train and provide work direction to assigned Parks Laborers and other part-time employees.
Maintain records of work performed including preventive maintenance and needed repairs.
Perform traffic control and flagging skills as assigned and work safely under heavy traffic conditions.
Routinely clean and service equipment and tools used to maintain parks and trails, grounds and natural resource areas.
Navigate on foot through natural areas and forested settings on uneven terrain during poor weather conditions.
Safely operate tools and equipment.
Purchase and deliver groundskeeping-related materials.
Remain current with required risk management training.
Perform other duties as assigned.
Maintain regular, reliable, and punctual attendance.
Work evening and/or weekend hours as scheduled.
Remain current with relevant technological advancements as they relate to the field.
Participate in and help provide cross-training processes as directed by management.
Contribute to an environment of teamwork and respect.

May be assigned to support City priorities during emergencies.
Minimum Qualifications:
EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
One (1) year of experience maintaining grass, trees, shrubs, natural resources areas, and related equipment.
Washington State Pesticide Applicator's License.
Valid Drivers' License.
Successful passing of a required driving record check.
Successful passing of a required background check.
The following certificates are required within six (6) months of employment:

+ First Aid/CPR/AED certificate The following certificates are required within one year of employment:

PHYSICAL DEMANDS:
Move throughout City facilities and buildings.
Operate a computer and other office equipment.
Communicate with City employees and residents.
Lift or move items weighing up to 50 pounds regularly.
Lift heavy objects in awkward and confined spaces, using proper lifting and rigging techniques.
Climb and work from ladders, climb stairs.
Bending, stretching, and standing for extended periods.
WORK ENVIRONMENT:
Work is performed outdoors in all weather conditions and indoors in an office environment occasionally.
Exposure to hazardous materials, heights, and noise from equipment.
Work is performed within the right of way, and in high traffic conditions.
May be required to participate in a standby or on-call rotation.
Noise level out in the field is moderately loud and noise level in the office is moderately quiet.

Medical/Dental/Vision Insurance
Employees are offered a choice of medical/vision coverage through either Kaiser Permanente or the City's self-insured plan. Preferred Provider Option is available through the self-insured plan. The dental insurance plan covers services such as regular checkups, x-rays, fillings and crowns. Orthodontia coverage is also provided.
Deferred Compensation Program
The City contributes
3%
of the employee's base wage rate into a deferred compensation retirement plan.
Employees may also set aside a percentage of their earnings on a tax-deferred basis.
Retirement Plan
Employees are enrolled in either the State of Washington Department of Retirement Systems Plan (PERS) or the Public Safety Employees' Retirement System (PSERS).
The following position is required to be enrolled in PSERS
+ Probation Officer If an employee was in PERS prior to 2006, the employee had the choice to remain in the PERS plan.
Both the employee and employer contribute to the plan.
VEBA
The City contributes
1%
of base pay into individual employee VEBA accounts, which can be used to pay out of pocket medical expenses.
Life Insurance
A group term life insurance policy is provided to each employee at a value equivalent to the annual salary, up to $50,000.
Each eligible dependent is also provided with a $1,000 policy. There is no cost to the employee.
Optional supplemental insurance is available for employees and their dependents at group rates.
Long Term Disability Protection
Many employees are provided with a long term disability policy up to the equivalent of 60% of their salary.
Flexible Benefits
The City offers employees the opportunity to open two separate tax-free accounts through salary reduction. One account is to pay for expenses not covered by health insurance and the other account is for child care costs.
Vacation
Employees accrue vacation beginning with the first day of employment as follows: 12 days per year (0-5 years); 18 days per year (6-10 years); 21 days per year (11-15 years); 24 days per year (16-20 years); and 27 days per year (21+ years).
Employees may access their vacation immediately.
Sick Leave
Upon employment, the employee receives a sick leave bank of 24 hours, with an additional 24 hours awarded after three months.
Thereafter, sick leave accrues at the rate of four hours each pay period.

A confidential counseling assessment and referral service is available without cost to employees and family members for help with personal, family or job-related problems.
Paydays
The City of Renton pays employees on the tenth and the twenty-fifth of each month (24 pay periods each year).
Holidays
The City recognizes eleven holidays and offers two "personal" holidays each calendar year for most employees, unless otherwise specified in a labor contract.
