Job Description

PRIMARY FUNCTION:

The Manager of Investigations-Employee Relations serves as a key leader within the Talent Services and Human Resources department, responsible for overseeing all workplace investigations involving school system employees, including school-based staff, administrative personnel, and central office employees. This position supervises a team of investigators and ensures investigations are conducted in a timely, fair, and legally compliant manner, with a focus on maintaining a safe, respectful, and professional learning and working environment across the district.

WORK DAYS: 250

Requirements



Bachelor's degree in Human Resources, Education Administration, Public Administration, Law, or a related field (master's or JD preferred). 5-7 years of experience in employee relations, human resources, or legal investigations, with at least 2-3 years in a leadership role.


Preferred:



Professional certification (e.g., SHRM-CP/SCP, PHR/SPHR, AWI-CH, Title IX Coordinator training). Demonstrated experience working in a large, urban, or diverse public school system. Knowledge of student protection laws, such as mandated reporting, FERPA, and DFACS related protocols.
Experience, Skill, and Certification:




Experience conducting or managing investigations in an education, public sector, or unionized environment strongly preferred. In-depth knowledge of employment laws and education-specific regulations (e.g., Title IX, FMLA, state laws). Excellent communication, interpersonal, and organizational skills. Ability to manage confidential information with integrity and discretion. Strong analytical and decision-making skills, with the ability to navigate complex and sensitive situations.



Essential Duties

1. Supervise a team of Employee Relations Investigators; provide coaching, guidance, and performance management to ensure high-quality investigative work.

2. Oversee the intake, triage, and assignment of complaints involving alleged misconduct, including violations of board policy, discrimination, harassment, bullying, retaliation, and employee issues.

3. Ensure all investigations are handled promptly, thoroughly, and in compliance with federal, state, and local employment and education laws (e.g., Title IX, ADA, GaPSC Standards).

4. Coordinate with school leaders, district administrators, legal counsel, and other stakeholders as appropriate throughout the investigative process.

5. Provide training to school administrators, department heads, and HR staff on investigative best practices, policy compliance, and employee conduct expectations.

6. Identify trends and systemic issues based on investigation outcomes and make recommendations for training, policy updates, or preventive measures.

7. Develop, maintain, and refine investigation procedures, templates, and documentation practices that align with district policy and public accountability requirements.

8. Monitor and ensure appropriate documentation and tracking of investigations.

9. Assist with formal hearings or grievance processes as needed, including preparation of materials and testimony.

Work Environment




Employees in this category are normally exposed to a typical environment. The employee has some control over the length of time sitting, standing, or ambulating. There is frequent use of computers, telephone, and other standard office equipment, which includes reading, listening, writing, or speaking. There are few exceptional physical or sensory demands.
