Position Overview
The QA/QC Manager role is a core leadership position within Halo's quality service delivery team. This role is responsible for managing and overseeing quality assurance and quality control activities across construction projects, ensuring consistent compliance with contractual, regulatory, and owner requirements.
This position serves as a key link between field execution and program-level quality governance, providing oversight of inspections, documentation, and issue resolution while enforcing established QA/QC processes and driving continuous improvement across the project.
Key Responsibilities
QC Program Development & Management
Develop, implement, and maintain comprehensive project QC program
Create project-specific quality control plans, ITPs, and procedures
Establish quality standards, acceptance criteria, and inspection requirements
Define roles, responsibilities, and authority levels for QC team
Ensure QC program meets contract requirements and company standards
Team Leadership & Development
Recruit, hire, and onboard qualified inspection personnel
Manage QC team including Lead Inspectors, Inspectors, and QC Foremen
Conduct performance evaluations and career development planning
Provide training on standards, procedures, and technical requirements
Build high-performing QC culture focused on quality and continuous improvement
Quality Assurance & Compliance
Ensure all work complies with drawings, specifications, codes, and regulations
Audit contractor quality control programs for adequacy and compliance
Coordinate with AHJs on inspections, approvals, and code compliance
Manage non-conformance process including review, disposition, and closure
Oversee material testing, verification, and certification requirements
Stakeholder Management
Serve as primary QC interface with Owner, Architect, Engineer, and Commissioning Agent
Present QC status, metrics, and issues at project review meetings
Coordinate with Project Manager on quality-related scope, schedule, and cost impacts
Build collaborative relationships with subcontractor QC managers
Represent company quality standards with clients and partners
Systems & Processes
Implement and manage QC documentation systems and platforms
Establish inspection workflows, approval processes, and reporting standards
Track quality metrics including deficiency rates, inspection completion, NCR trends
Develop and maintain QC forms, templates, and standard documents
Drive process improvements based on lessons learned and best practices
Risk Management & Issue Resolution
Identify and assess quality risks throughout project lifecycle
Develop mitigation strategies for high-risk installations or processes
Resolve complex quality issues and disputes with contractors
Escalate critical quality concerns to executive leadership when needed
Make disposition decisions on non-conforming work (accept, reject, rework)
Commissioning & Turnover
Ensure QC documentation supports commissioning and startup activities
Coordinate QC completion with commissioning schedules and milestones
Oversee preparation of turnover documentation packages
Verify completeness of O&M manuals, as-builts, warranties, and test reports
Support substantial completion, final completion, and warranty inspections
Budget & Resource Management
Develop and manage QC department budget
Optimize inspection staffing levels based on project phases and needs
Approve QC-related expenses including testing, equipment, and services
Forecast resource requirements for upcoming project phases
Track QC costs and provide variance reports to project leadership
Continuous Improvement
Analyze quality trends and develop corrective action plans
Conduct lessons learned sessions and implement improvements
Benchmark against industry best practices and standards
Update QC procedures based on project experiences
Foster culture of quality excellence and accountability
Teamwork & Culture
Maintain extreme transparency in communication and reporting
Actively support cross-team collaboration to achieve project quality objectives
Lead by example in professionalism, accountability, and teamwork
Required Experience & Qualifications
3-5 years
of electrical inspection experience
1-2 years
of management experience
Journeyman Electrician License - Nevada preferred
OSHA 30 prior to site arrival
NFPA 70E certification required (may be completed upon site arrival).
Working knowledge of electrical systems and installation practices
Ability to read and interpret drawings and technical specifications
Strong attention to detail with a field-focused mindset
Comfortable documenting findings clearly and professionally
Reliable, accountable, and able to work independently
