GENERAL DESCRIPTION:

Are you interested in supporting Wyoming\'s economy while safely connecting communities through transportation?

The Wyoming Department of Transportation (WYDOT) seeks a full-time Civil Rights Program Manager in Cheyenne, Wyoming. This position leads a dedicated team responsible for development of policies for the administration and enforcement of external State and Federal fair employment statutes, the Americans with Disabilities Act (ADA) and the Disadvantaged Business Enterprise (DBE) program. The program manager and their team performs specialized, technical work investigating, mediating and issuing decisions regarding disputes related to the above-referenced statutes.

Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne is also home to the "Daddy of \'em All" - Cheyenne Frontier Days - held every last week of July. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Develop and administer policies and procedures for ADA compliance for department activities.
  • Collaboratively address accessibility concerns in department activities.
  • Conducts alternative dispute resolution conferences (fact-finding/settlement conferences) to negotiate settlements on wage claims and charges of employment discrimination.
  • Conducts site visits to investigate and issue decisions on charges of employment discrimination.
  • Conduct outreach to the contracting community to identify DBE\'s and ensure non-discrimination in contract awards.
  • Prepares investigative plan and issue requests for information to parties in a claim or charge.
  • Investigates complaints involving child labor violations and/or prevailing wage, issues findings and recommendations for compliance and possible referral to the U.S. Department of Labor.
  • Upon request of a Division Administrator or Director, investigates objections to a resident contractor\'s certification and reports findings.
  • Provides training on Equal Employment Opportunity (EEO), ADA and DBE programs to department employees, contractors and grantees.
Qualifications

KNOWLEDGE:
  • Knowledge of labor and employment law.
  • Knowledge of fair employment, wage & hour, and child labor laws.
  • Knowledge of investigative techniques.
  • Knowledge and understanding of state and federal regulations regarding ADA, DBE, and EEO.
  • Skill in policy development, interpretation and administration.
  • Ability to communicate complex regulations in simple terms.
  • Ability to work collaboratively across multiple disciplines to find solutions to transportation related issues in the areas of ADA, DBE and EEO.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Business)

Experience:

2-4 years of progressive work experience (typically in Labor Standards) with acquired knowledge at the level of a Senior Labor Standards Analyst

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Labor Standards) with acquired knowledge at the level of a Senior Labor Standards Analyst
