GENERAL DESCRIPTION:

This position is responsible for providing exceptional HR guidance and support for the Wyoming Department of Transportation (WYDOT) District 1. This HR Generalist provides HR consultative services to support approximately 200 WYDOT employees across southern Wyoming with minimal supervision. HR services are provided at a significant autonomous level in areas of position management, recruitment, compensation, organizational development, and employee relations issues.

  • Provides guidance and support to employees and management to ensure that they are following all appropriate rules and regulations pertaining to all HR actions.
  • Addresses questions, makes decisions, and informs the appropriate individuals of those decisions to ensure compliance with all State and Federal rules and regulations impacting employment processes, such as Family Medical Leave Act; Americans with Disabilities Act; Fair Labor Standards Act; Equal Employment Opportunity; Civil Rights Act; Employment Eligibility Verification (I-9 Compliance/E-Verify); Workers\' Compensation; Unemployment Insurance; Uniformed Services Employment and Reemployment Rights Act of 1994, Telework Wyoming, Drug & Alcohol Policy, and Stop Work Authority.
  • Establishes and implements protocols necessary to ensure that work is done in compliance with employment law, both State and Federal, for all HR processes pertaining to the lifecycle of an employee from recruitment, onboarding, active benefits, and performance management through retirement.
  • Recommends changes, and establishes forms/procedures to enhance workflow.
  • Ensures management are following established procedures and provides guidance and support to resolve concerns and issues.
  • Addresses questions concerning rules and regulations as they apply to benefits and payroll in a manner that provides education and counseling.
  • Serves as a primary contact for employees during Open Enrollment and for qualifying events.
  • Provides explanation and resources regarding benefit options.
  • Conducts new hire onboarding.
  • Verifies and enters information into multiple systems including, but not limited to, CGI, PeopleSoft, RAIN, and the EGI Portal.
  • Provides accurate education/assistance to employees, managers and supervisors regarding employee benefits; including Employees\' Group Insurance (EGI) procedures
  • Creates, reviews, and authorizes vacancy announcements.
  • Participates as an active member on interview panels and provides guidance and support through the interview and hiring process.
  • Serves as point of contact for questions regarding PMI system usage, timelines, and proper completion methods.
  • Serves as an initial point of contact to receive employee-reported concerns and complaints. Works collaboratively with WYDOT management regarding disciplinary needs.
  • Collaborates with the HR Manager and Deputy HR Manager to prepare disciplinary action.
Qualifications

PREFERENCE:

Preference may be given to applicants with at least two (2) years of experience in human resources.

KNOWLEDGE:
  • Knowledge of Federal laws including ADA, EEOC, FMLA, FLSA, etc.
  • Knowledge of State of Wyoming Personnel Rules and Executive Orders.
  • Knowledge of human behavior and performance.
  • Knowledge of payroll processes and procedures.
  • Knowledge of Microsoft Office, including Excel, Word and other computer software.
  • Skills in grammar and proper English usage.
  • Skills in interpersonal relations.
  • Skills in organizing and prioritizing.
  • Ability to work independently with minimal supervision.
  • Excellent communication skills.
  • Skills in conflict management.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Human Resources)

Experience:

0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
