Leads an environmental health program operation for a county health department. Manages/supervises environmental health workforce that performs complex regulatory compliance, evaluation and monitoring functions. Implements policies and procedures governing food service facilities, land use (on-site sewage management, portable sanitation, nonpublic water), tourist accommodations, public swimming pool and spas, rabies control, vector surveillance and control, and environmental health complaints.



All Coastal Health District, County Health Department employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours

Job Responsibilities

1.

Supervises and plans work of assigned staff -

Defines goals, fosters open communication, provides positive and productive evaluation and feedback and motivates assigned staff.

2.

Provides on the job training and performance coaching for assigned staff

3.

Interprets regulatory issues, technical issues, and analytical data to document compliance -

Develops goals that meet the needs and mission of the agency. Establishes county inspection procedures and administrative policy for countywide environmental health program activities.

4.

Investigates complaints, provides environmental education and technical assistance in

compliance with various Federal, State, Agency and local administrative policies, operating procedures, and rules and regulations.

5.

Performs inspections, interviews, technical reviews and recommends enforcement actions as needed


6.

Participates in public hearings and/or meetings to provide technical expertise regarding complex environmental health issues as required.


7.

Acts as an advocate for the community in regard to environmental health issues


8.

Directs investigations into possible causes of illnesses based on accepted public health procedures as necessary.

9.

Provides information to the public, regulated community, and enforcement officers regarding the environmental laws and regulations

10.

Responds to environmental emergencies and conducts safety evaluations

11.

Reviews permit applications; drafts, modifies and issues permits in accordance with the rules, regulations and established procedures

12.

Reviews permit requirements and regulations in order to ensure compliance with state and federal environmental laws

Plans and coordinates the County's Emergency Preparedness and Response plan in collaboration with Public Health Emergency Preparedness staff and community partners


Minimum Qualifications

Bachelor's degree from an accredited college or university, which included the completion of 27 semester hours (or 40 quarter hours) in laboratory science (e.g., chemistry, biology, geology, physics, etc.) and two (2) years of experience as a PH Envir Compl Specialist 4 (RCP123) or position equivalent.

Preferred Qualifications:


Experience implementing environmental health programs in county health department. Master's degree in Environmental Health, Public Health or related field. Current registration as a Registered Environmental Health Specialist or Registered Sanitarian by the National Environmental Health Association (NEHA), or the recognized credentialing board of a state or country having equivalent standards as NEHA.



Completion of NIMS ICS 100, 200, 300/400, 700, 800



Certification as a Food Safety Manager (CFSM)



Holds a current Georgia Level II Inspector Certification for the On-Site Sewage Management Program



Certification as a Pool Operator (CPO)
