OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner (OIC) Producer Licensing & Oversight Unit is seeking a motivated and qualified individual to fill an Education and Compliance Analyst (Functional Program Analyst 3) position. This position is assigned to the Consumer Protection Division, located in our office.

This position ensures licensees complete pre-licensing and continuing education courses to sufficiently obtain and maintain knowledge about insurance products and regulations. This is done through verifying that education providers and licensees are complying with all applicable laws and regulations, and reviewing new license applications and background reports to be sure the applicant is trustworthy to perform the duties of a licensee in their dealings with insurance consumers.

This is a Washington General Service position. The annual salary range for this position is $58,104 - $78,120.

Duties

Reviews Regulatory Information Retrieval System (RIRS); and Personalized Information Capture System (PICS) reports provided by the National Association of Insurance Commissioners (NAIC) to determine if administrative action is required by the OIC.

Evaluates and analyzes performance activities of insurance education providers.

Reviews background disclosures by applicants to determine if they pose a concern.

Verifies that courses that are submitted for approval meet statutory requirements.

Communicates with insurance education providers about changes in statutes, regulations, and OIC policies and procedures related to insurance education.

Audits provider records and classroom instruction to verify compliance with statutes and regulations.

Researches complaints about the activities of insurance education providers or the contracted insurance testing vendor.

Reviews, approves, or denies requests for education waivers due to military activation or medical issues.

Conducts research into alleged education compliance violations by licensees and insurance education providers.

Provides the compliance supervisor and program manager with compliance/enforcement recommendations.

Prepares legal referrals and attending hearings as necessary.

Responds to inquiries in a timely manner and providing accurate and factual information about insurance statutes and regulations, and OIC policies and procedures.

Answers questions about licensing and education rules and procedures from applicants, licensees, and insurance education providers. Assists licensees with the on-line license renewal, and status of their insurance continuing education.

Assists providers with issues related to submitting rosters and maintaining records.

Provides information to applicants and licensees about education requirements and approved providers.

Qualifications

An Associate\'s degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent, involving major study in business administration, public administration, insurance administration or related field.

Two years of relevant work experience may substitute for the education requirement.

AND

Two years of experience in one or more of the following: 1) insurance regulatory examinations or audits, 2) insurance professional licensing, 3) investigations of insurance licensee\'s conduct, 4) insurance regulatory activities.

AND

Basic-level experience using Microsoft Word and Excel

Experience analyzing, interpreting, and communicating compliance laws

Preferred/Desired Qualifications of this position include:

Knowledge of the Washington State Insurance Code, specifically RCW 48.17; and WAC 284 pertaining to the pre-licensing and continuing education requires of insurance licensees and providers.

An understanding of the insurance industry and lines of authority including life, disability, property, casualty, and limited lines. Knowledge of insurance education course content and outline procedures. Understanding of testing center procedures.

Ability to multi-task and interact with professionals.

Ability to work independently and devise own work processes.
