Purpose:
To oversee and support EHS Center staff and families in providing relational learning to meet Head Start Program Performance Standards by providing quality services to enrolled children and families as delineated by NMCAA Head Start Program goals and plans, including social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.

Position Objectives:
  • Be responsible for the general management of the center.
  • Develop, implement, monitor, and evaluate center policies and the program.
  • Administer day-to-day operations, including being available to address parent, child, and staff issues.
  • Monitor staff and conduct evaluations for each staff member.
  • Oversee child assessment and the planning, implementation, and evaluation of the classroom program.
  • Oversee staff and ensure overall care and supervision of children.
  • To establish Head Start community partnerships, and support family well-being through the family partnership process, assisting families in resources, referrals, and meeting individualized goals, and planning family engagement activities.
  • The parameters established by the Head Start Parent Engagement Framework will be met through developing trusting and respectful relationships with parents, engaging parents in their child\xe2\x80\x99s learning and development, and honoring and nurturing parent-child relationships.
  • To offer opportunities for parents to participate in the research-based parenting curriculum, Your Journey Together to build upon parents\xe2\x80\x99 knowledge and to practice parenting skills while promoting children\xe2\x80\x99s learning and development.
  • To represent NMCAA in a professional, supportive, and knowledgeable manner.
  • To ensure full enrollment of the NMCAA EHS Center Program.
  • To secure completed health requirements, health follow up and documentation within required time frames.
Essential Functions:

Eligibility, Recruitment, Selection, Enrollment and Attendance
  • Responsible for recruitment, application process, caseload selection and full enrollment for EHS Center.
  • Maintain and update EHS waitlists.
  • Work with the education staff to provide information about the benefits of regular attendance.
  • Make direct contact with a child\xe2\x80\x99s parent/guardian or to conduct a home visit if a child has multiple unexplained absences.
  • Use individual child attendance patterns ongoing to identify children with patterns of absence that put them at risk for missing ten percent of program days per year and develop strategies to improve attendance among identified children, such as direct contact or intensive case management, as necessary.
  • Monitor within Child Plus, the monthly average daily attendance and if attendance falls below 85 percent, analyze the causes of absenteeism to identify any systematic issues that contribute to the program\xe2\x80\x99s absentee rate.
  • Use Attendance data to make necessary changes in a timely manner as part of ongoing oversight and correction as described in HSPS 1302.102(b) and inform its continuous improvement efforts as described in 1032.102(c).
  • If a child experiencing homelessness is unable to attend school regularly due to lack of or no transportation, the program will utilize community resources, where possible, to provide transportation for the child.
  • Requirements
Minimum Education:
  • Preferred educational attainment is a BA/BS in ECE/CD.
  • Alternative educational attainment can be an AA/AS in ECE/CD or BA/BS in a related field.
  • If the candidate has an AA/AS in ECE/CD or a BA/BS in a related field, they must also have 18 semester hours in ECE/CD and 480 hours experience.
Additional Qualifications Required:
  • At least 21 years of age;
  • AND 2 semester hours or 3.0 CEUS in child care administration; or 30 hours of administrative training completed in MIRegistry;
  • AND have one of the following:
  • 3 semester credit hours in infant and toddler development and care practices,
  • 5 CEUs in infant and toddler development and care practices, or
  • infant toddler center-based CDA;
  • AND staff hired after November 7, 2016 must have within 18 months of hire, at a minimum, a credential or certification in social work, human services, family services, counseling, or a related field.
  • Ability to meet the State of Michigan and Federal Bureau of Investigation background check requirements.
  • Ability to meet the State of Michigan and federal health requirements (medical clearance, mental wellness, and TB examination).
  • Exhibit good moral character per the definition in Licensing Rules for Childcare Centers.
