Job Description

The DWI Program Coordinator provides strategic leadership, management, organization, direction, and supervision of all operations and activities of the County's DWI Program. This individual is responsible for developing, implementing, and managing programs aimed at preventing impaired driving within Torrance County and for working with advocacy groups, community stakeholders, law enforcement, and local school districts to implement and grow the DWI Program. This individual performs the duties related to the reduction in DWIs, alcohol abuse, and underage drinking as mandated by the funding sources, consistent with the strategic plan of the DWI Planning Council. This is a high-energy position that requires attention to details, ability to work independently and as a team, strong organizational skills, and the ability to multi-task and prioritize in a fast-paced setting. The DWI Program Coordinator will work closely with other components of the Local DWI Grant Program, including Compliance/Monitoring, Screening/Assessment, Treatment, Teen Court, Prevention and Law Enforcement. This position is grant funded.



Essential Job Functions and Responsibilities:



Program Planning and Development:

Coordinate program planning, partnerships, and collaborative activities with magistrate, municipal, district courts, health care providers, law enforcement agencies, and schools, along with the DWI Planning Council. Oversee and coordinate all grant related DWI activities in conjunction with input from County Administration, Department of Finance and Administration (DFA), and Administrative Offices of the Court (AOC). Promote community awareness of DWI problems and prevention programs; develop alcohol free alternative community activities; promote youth, business, school, and community participation in designating social activities; assist and/or develop community training programs and conferences to build alcohol avoidance skills in County youth.

Enforcement:

Work with Torrance County Sheriff's Office and local municipal police departments to schedule and conduct DWI enforcement activities.

Education and Outreach:

Conduct educational sessions, workshops, and seminars to raise awareness about the dangers of impaired driving and promote responsible alcohol consumption, as well as prevention of other substances of abuse.

Community Engagement:

Collaborate with local community organizations, schools, law enforcement agencies, and government officials to foster a community-wide commitment to DWI prevention.

Campaign Management:

Plan, coordinate, execute public awareness campaigns, including public service announcements, social media campaigns, and events aimed at preventing DWI, underage drinking, and other substances of abuse.

Data Collection and Analysis:

Gather and analyze data on DWI incidents, trends, and related factors to identify areas of concern and measure the program's impact.

Partnership Building:

Establish and maintain relationships with relevant stakeholders, such as the Partnership for a Healthy Torrance Community, the County's health council. Serve as secretary and host meetings of the Torrance County DWI Planning Council.

Grant Management:

Prepare and submit annual grant applications to both the Department of Finance and Administration (DFA), Local Government Division LDWI, and the New Mexico Department of Transportation Traffic Safety Division (TSD), in addition to preparing and submitting quarterly and year end reports to appropriate funding agencies. Maintain communication with DFA and TSD program managers to ensure the Torrance County DWI Program is compliant with all grant requirements.

Policy Advocacy:

Advocate for the support of policies and legislation that contribute to reducing impaired driving incidents, such as stricter DUI laws and enforcement.

Offender/Probationer Services:

Screen offenders referred to the DWI Program from all courts. Oversee record keeping and probation fee collections.

Program Evaluation:

Work with contract evaluator to continuously assess the effectiveness of prevention programs and adjust as needed to achieve desired outcomes.

Provide/Conduct Trainings:

Provide/conduct training and workshops as part of the educational prevention activities and efforts.

Communication:

Communicate effectively to exchange information and/or provide direction to staff and others. Communicate in a clear and concise written form. Communicate orally in English in an effective understandable manner. Communicate tactfully in stressful situations when dealing with individuals offering differing opinions and viewpoints.

Networking:

Hold membership and participate in State DWI and New Mexico Counties Affiliate meetings and activities.

Financial:

Work closely with the Torrance County Finance Office on request for proposals (RFPs), contracts, and other financial tasks, including purchase requisitions and accounts payables. Review proposals to ensure that the prospective contractor meets the required standards.

Reports to County Commission:

Prepare and submit bi-annual reports to the County Commission regarding the program's activities and prepare a variety of other reports as appropriate, including the annual report of activities.

Continued Training and Education:

Work towards a Certified Prevention Specialist certification or work with an evaluator or other Certified Prevention Specialist to monitor program fidelity. Participate in performance improvement and continuous quality improvement activities/trainings/classes, such as New Mexico EDGE classes for DWI Coordinators or general education. Attend conferences, trainings, and meetings to keep abreast of current trends and best practices in DWI prevention. Ensure that relevant educational and professional development opportunities are provided for all employees in the Department.

Travel Required:

Travel is primarily local during the business day, nights, and weekends, although some out-of-area travel and overnight stays may be expected.

Physical Functional Requirements and Working Conditions



Ability to operate in a professional office environment. Ability to use standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Ability to travel regularly within and without the community. Ability to work flexible hours, including evenings and weekends to accommodate awareness events and workshops and to respond to calls in the event of an emergency involving the DWI Program. Ability to work occasionally in outside weather conditions. Ability to stand and remain in a prone position during an emergency. Ability to sit up to eight hours per day with intermittent sitting, standing, and walking. Ability to work under time pressure.

Knowledge, Skills, and Abilities



Ability to meet deadlines and work under pressure. Knowledge of the workings of the court system. Experienced and proficient in the use of data base establishments and maintenance, grant writing, and grant maintenance, specifically in Microsoft Word, Microsoft Excel, the Internet and email. Ability to maintain confidentiality and follow ethical practices.

Minimum Education and Qualifications:



High school diploma or GED certification required. Valid New Mexico State Driver's License. Must have a good driving record to be insurable for liability purposes. A four (4)-year degree or four (4) years of experience in education, drug/alcohol prevention, criminal justice, counseling/social work, or another human services or social sciences discipline. Two (2) years of supervisory experience. Two (2) years of experience in grant writing, budget preparation, management, and reporting. Knowledge of DWI prevention strategies, substance abuse, and related laws and regulations, as well as the social, economic, cultural, and physical factors and the impact these factors contribute to DWI related incidents in Torrance County. Experience in program development and management. Strong interpersonal and communication skills for community engagement and partnership building. Data analysis and reporting skills. Knowledge of local and state resources related to DWI prevention and treatment. Ability to communicate orally and in writing in English is required, including ability to prepare and deliver presentations to large and small groups and to read and comprehend such items as journals and research materials. Excellent administrative skills including ability to prepare business letters, summaries, and reports conforming to all rules of punctuation, grammar, and format. Considerable skill in the art of diplomacy and cooperative problem solving. Experience working in a county/local government environment preferred. Experience working in a broad, diverse culture preferred. Must complete required FEMA training(s) as assigned to position. * Must complete a Road Ready course within six (6) months of hire and must renew every two (2) years.
