Churchill County has an attractive compensation package that extends beyond just the salary. The county pays 100% of the retirement contribution to Nevada PERS on your behalf (36.75% over and above your wage, equivalent to $18,350/year at the first step of the range). The county pays 100% of the employee-only health insurance premiums (equivalent to $12,880/year). AND you will not have Social Security taken out of your paycheck, which results in an additional 6% take-home pay (equivalent to $2,900/year).

The duties of the position include answering 911 and other calls and ascertaining the nature of each call, dispatching sheriff, fire, ambulance and other response vehicles, acting as receptionist, serving as jail matron when required, and performing a broad range of clerical duties. Since the position requires typing skills, the county is looking for people who can type at least 40 words per minute (after corrections).

Previous experience as a dispatcher, or in law enforcement, is not required.

Note: This position is subject to shift work. Employees are required to rotate through ALL shifts - Days, Swings, and Graveyards. If you are not willing to work all shifts when required, including weekends and holidays, please do not apply.

Due to the nature of the information the position handles, the person in this position must be able to maintain strict confidentiality and pass a thorough background check. This position is also a safety-sensitive position for Churchill County and the successful candidate must be able to pass a drug test to qualify.

An eligible list will be created for the position based upon position-related criteria. The list will be maintained for twelve months and may be used for Dispatcher openings only. Inclusion on the eligible list is not a guarantee of a current or future job offer.

Essential Functions

Demonstrates regular, reliable and punctual attendance. Provides public safety dispatch services for emergency and non-emergency purposes for various agencies; keeps track of a wide variety of public safety responders, resources, personnel, incidents and trends. Receives, screens, and takes appropriate action on all emergency service calls to include 911 calls from the public requesting law enforcement, fire and EMS; determines nature and location of emergency, determines priority, dispatches emergency responders/units as necessary in accordance with established department policies and procedures; relays pertinent information to law enforcement and emergency services officers in a concise, organized and understandable manner. Enters emergency assistance call information into the computer-aided dispatch (CAD); determines location of call; inputs information into the NCJIS and NCIC systems; enters data for reports and records, processes forms and record files; queries system databases as requested; maintains records and files in accordance with established standards. Provides information, instructions and assistance to the public within scope of authority; provides detailed call information to first responders as needed; maintains status and awareness of unit locations; monitors message traffic and relays information as required. Receives and relays information regarding incidents and other activities to appropriate agencies and staff. Notifies key County staff on critical incidents; follows all Department policies and procedures to assure that first responder and public safety is the top priority; contacts other law enforcement and emergency services agencies for additional information and resources as needed. Receives and processes non-emergency calls; interviews callers and gathers information, prioritizes calls for service, and determines appropriate staff to respond; dispatches emergency responders if appropriate; transfers calls as appropriate. Performs strip searches of same-gender detainees when same-gender deputies are not available. Deals with sensitive information in a discrete and professional manner ensuring confidentiality; maintains a positive customer service attitude at all times with the public, user agencies, co-workers and supervisors. Assists in the development and training of staff; attends in-service sessions as required. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Qualifications

Education and Experience


High School diploma/GED; AND one (1) year of public safety or customer service experience; OR an equivalent combination of education, training and experience.

Bilingual in Spanish and English is a plus.

Required Knowledge and Skills (Must gain proficiency in these areas after being hired on the job.)


Knowledge of:Radio-telephone operations and procedures. Procedures used in operating Computer Aided Dispatch and 9-1-1 systems. Policies and procedures of receiving and processing emergency calls. Computer systems/software currently used in the Communications Department. Geographic features and directional information. General law enforcement codes, practices and methods. Call screening techniques and phone etiquette. Standard office practices and procedures, including records management. Communicating effectively in oral and written forms. Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.

Skill in:Working under pressure, exercising good judgment and making sound and timely decisions in emergency and non-emergency situations. Understanding and following oral and written instructions. Communicating clearly and concisely in writing during emergency and non-emergency situations. Recalling, identifying, and categorizing information. Performing the full range of public safety dispatching and 9-1-1 duties. Effectively listening to, communicating with, and eliciting information from upset, emotional and irate individuals.

Physical Demands and Working Environment

Work is performed in a high call volume emergency dispatch environment, where there is limited opportunity for physical movement and the dispatcher must remain alert and responsive while observing computer display screen for uninterrupted periods of time; may be subject to extended work periods without relief, periods of high call volume, and stressful situations in a fluid and dynamic environment.

Retirement



Public Employees' Retirement System (PERS) of Nevada - Churchill County contributes 36.75% of an eligible Regular Member's salary for retirement. Churchill County contributes 58.75% of an eligible Police Member's salary for retirement. Retirement benefits are available to employees hired in positions that work 20 hours per week or more on a regular basis. Positions of less than 20 hours per week (or less than 1040 hours in a fiscal year) will receive Social Security contributions and will not be enrolled in PERS.



Deferred Compensation Plans



Employees can also participate in the VOYA 457 deferred compensation plan, which is funded by the employee. This allows the employee to save money in pre-tax dollars toward retirement.



Cafeteria Health Coverage Plan

- Full-time employees' health insurance begins the first of the month after one month of employment. (Employees must work an average 30 or more hours per week on a regular basis to qualify for health insurance coverage.)



The county offers a "Cafeteria" health plan to full-time employees, which allows employees to pick and choose the best health plan for them and their family. The county offers three health plans - a base PPO plan with a $1,500 deductible, a "buy-up" PPO plan with a $750 deductible, and a High Deductible Health Plan (HDHP) with a $2,700 deductible and a Health Savings Account (HSA), to which the county contributes $177 per month. In addition, the county also provides the following: a prescription plan, a dental plan, and a vision plan. The county currently contributes 100% of the employee premiums for the base PPO plan and the HDHP, as well as for the prescription, dental, and vision plans. Employees who elect dependent coverage pay 100% of the dependent premiums - employees can elect to have those premiums deducted in pre-tax dollars.

Vacation Leave



Full-time, regular county employees scheduled to work 40 hours per week accrue 8 hours per month of annual (vacation) leave per year. Part-time, regular county employees accrue annual (vacation) leave vacation at a prorated amount depending the number of hours worked. Employees earn additional annual leave hours at 5, 10, 15, and 25 years of service up to a maximum of 240 hours (30 days) per year. While on probation an employee is not granted vacation leave for the first six months; the employee still accrues vacation leave during this time and will be credited with 48 hours of vacation leave after six months of employment in their regular position.

Sick Leave



Full-time, regular county employees scheduled 10 hours of sick leave per month, with no maximum accrual. Part-time, regular employees accrue sick leave at a prorated amount depending the number of hours worked.

HOLIDAYS -

Regular county employees enjoy 12 paid holidays per calendar year including New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Nevada Day, Veteran's Day, Thanksgiving Day, Family Day (Friday after Thanksgiving), and Christmas Day. In addition, County employees are entitled to one floating holiday per year, to be used at a time agreed to by the employee and his or her supervisor. (Regular, part-time employees receive prorated holidays based on the number of hours normally worked.)



Tuition Reimbursement



Churchill County values it's employees and empowers all employees to enhance their skills by taking job-related college courses as well as participating in job related workshops and seminars. To that end, for regular employees the county has a generous Tuition Reimbursement policy for accredited courses, reimbursing up to $1,200 per year in educational expenses.
