SUMMARY

Russell is currently seeking a

Project Controls Director (PCD)

in our Atlanta, GA office to manage a team of project controls professionals in support of our clients, Metropolitan Atlanta Rapid Transit Authority (MARTA) pursuit to rehabilitate, enhance and expand their light and heavy rail infrastructure, bus rapid transit lanes, transit facilities and stations, and state of good repairs initiatives. This position will lead project controls efforts for the organization; provide leadership, training, and development, and serves as a resource to the project team. This position is responsible for ensuring all project schedule and budget reporting is consistent in format and content across the program of projects, and that accurate, up-to-date schedule and budget data is readily available as needed by colleagues and senior management. This position is also responsible for implementing and managing a robust, electronic document control system that ensures all project and program-wide correspondence is stored for fast and accurate retrieval. Works closely with client staff, directors, project managers, consultants, project stakeholders, and department leaders to successfully lead all aspects of project controls.

ESSENTIAL DUTIES AND RESPONSIBILITIES -

Includes the following. Other duties may be assigned.



Provides leadership and mentorship to project controls staff to support professional growth. Client-based relationships are a daily priority.



Management of consultants, technical support staff, and contractors



Working with colleagues to establish policies and procedures for budget/cost and schedule management and document control.



Substantive experience using Primavera to build and update project schedules for large, complex transportation projects.



Ability to critically review project schedules and work with project managers to resolve schedule conflicts.



Ability to understand and manage complex project budgets using a standard work breakdown structure.



Ability to generate cash flow projections and analyze the same against available sources of funds.



Ability to perform comparative reviews of project schedules and budgets to identify any misalignment.



Knowledge of contingency management plans and use of contingency funds (allocated and unallocated).



Familiarity with change control processes for scope, schedule, and budget changes.



Ability to work under pressure, handle multiple priorities and respond professionally to multiple, competing demands.



Knowledge of civil engineering and construction processes and terminology for transportation projects.



Experience with electronic document control processes and systems.



Ability to maintain accurate and up-to-date schedule and budget data and to prepare a regular budget and schedule reports in a professional, standard format.



Ability to lead detailed cost-to-complete studies for projects at regular intervals.



Familiarity with applying the principles of risk management for schedules and budgets.



Demonstrated ability to formulate policies and procedures, especially for new processes and initiatives.



Demonstrated ability to make sound, timely judgments often with incomplete information.



Excellent organizational and time management skills.



Knowledge of supervisory practices and principles of performance management.



Excellent computer skills using Microsoft Office (Word, Excel, PowerPoint, Project, and Outlook) and other commonly used office software project control systems (PCS).



Performs work in a safe manner and actively encourage others to comply with safety rules and regulations, including wearing of personal protective devices.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree in Engineering, Construction Management, or other related fields.



10 years of experience in project controls management on large-scale projects/programs of $50 million or greater.



Ability to read and comprehend engineering plans.



Knowledge of construction, engineering, procurement, industry standards, and other project-related activities, their interfaces, and interdependencies.



Transit experience a plus but not required.



Project Management Professional (PMP) Certification, desired but required.



Demonstrated leadership skills.
