Job Summary:
The Director of Human Resources provides strategic and operational leadership for all HR functions, ensuring the district attracts, develops, and retains a high-performing workforce. This role drives organizational effectiveness, ensures compliance with federal and state regulations, and delivers scalable HR programs that enable districtwide performance, culture, and service excellence.
Essential Job Functions:

  • Leads districtwide workforce planning, forecasting resource needs, and aligning staffing models with organizational priorities.
  • Drives employee relations strategy, including investigations, corrective action frameworks, conflict resolution, and risk mitigation.
  • Builds and implements talent development programs, including leadership training, succession planning, and performance management frameworks.
  • Owns HR compliance, ensuring adherence to employment law, audits, records retention, and reporting requirements.
  • Develops and manages HR metrics and dashboards, using data to advise executives, optimize processes, and measure service delivery.
  • Oversees HR technology and systems, ensuring accuracy, efficiency, and continuous improvement in HRIS operations.
  • Serves as acting HR leader in the absence of the Executive Director, ensuring operational continuity and decision-making authority within the HR domain.
  • Provides performance coaching, accountability, and continuous development for HR team members.
  • Leads HR process optimization initiatives to eliminate administrative friction, standardize workflows, and enhance service delivery.
  • Provides counsel to district leadership on employment law, labor relations, organizational risk, and policy interpretation.
  • Administers and ensures consistent application of district personnel policies, compensation structures, evaluation systems, and agreements.
QUALIFICATIONS
Required (Education & Experience)
  • Bachelor's degree required; Master's in HR, Public Administration, Business, or related field preferred. (Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.)
  • Minimum 2-3 years of progressive HR leadership experience, preferably within public-sector, or educational environments.
  • Professional certification (SHRM-CP/SCP or PHR/SPHR) preferred.
Additional Eligibility Requirements
  • Must possess or be eligible to obtain a Level One Fingerprint Clearance Card or IVP
Position Type & Work Schedule: (Full-time or Part-time, normal daily hours, months per year)
  • Full-time, 12 month, 8 hours a day

  • Ability to lead through influence and navigate complex stakeholder environments.
  • Expertise in conflict management, investigations, and resolution frameworks.
  • Competency in using HR metrics and analytics for decision-making.
  • Ability to drive culture, engagement, and change management initiatives.
Work Conditions:
  • Work is performed primarily in a professional office environment with occasional district site visits. Role requires extended periods of computer use and frequent interaction with staff, leadership, and external stakeholders.
