JOB DESCRIPTION




The Director of Human Resources is a member of the Superintendent's Cabinet and is responsible to provide leadership and direction in matters relating to all personnel services of the District.


The Director specifically supports administrators with managing employee performance matters, including corrective actions; ensures due process and compliance with state and federal laws, as well as District policies. Additionally, the Director provides guidance to employees on District policies.


ESSENTIAL FUNCTIONS




Prepares and presents reports and recommendation to the Board of Education regarding activities of the Human Resources department relating to personnel services and assists in responding to requests of the Board as required. Provides leadership and direction with operations and activities of the Department of Human Resources and ensure compliance with Board goals, policies and guidelines. Assists in interpretation and dissemination of information to employees, community or media concerning personnel services and assist in responding to problems and concerns as required. Administers the recruitment, employment, assignment promotion, evaluation, corrective action, dismissal, salary, placement, substitute use and fringe benefit programs for all District licensed and ESP personnel. Ensures the proper administration of personnel policies for all licensed and ESP personnel within the district. Provides leadership in the development, recommendation and interpretation of personnel policies. Ensures maintenance of up-to-date personnel files for all employees. Provides leadership and direction to the Payroll Department regarding all payroll procedures and the maintenance of accurate payroll records. Provides leadership and direction in the implementation of a comprehensive staff development program. Supports the business management operation by assisting in preparation of District budgets and monitoring appropriate budget allocations to ensure fiscal accountability. Ensures that District programs coordinated by the Department of Human Resources are managed effectively and efficiently. Assists in determining the educational needs of the District. Assists in development and implementation of procedures to provide for the health and safety of employees. Reports to the Utah Professional Practices Advisory Commission (UPPAC) required violations of Board rule of licensed employees. Provides support to school and District administrators when implementing employee corrective actions. Utilizes, when appropriate, the services of the District's legal counsel. Monitors personnel placement to assure proper certification for all assignments and ensures placement of all personnel on the proper salary schedule. Implements personnel procedures that are in compliance with federal, state and District regulations and policies. Acts as the District representative in matters related to employee concerns with the Industrial Commission, Professional Practices Commission, Job Services, etc. Develops, implements and evaluates short and long-range planning procedures utilizing appropriate management systems and accountability procedures with the personnel of the Department of Human Resources. Develops, produces, and distributes policy trainings for all employees. Conducts and/or supports employment investigations. Represents the District at local, state and national meetings and participates in professional organizations where appropriate. Maintains predictable and reliable attendance.

During times of state or District emergency, all employees, including the Director of Human Resources, may be required to perform additional duties that are not required on a normal basis in support of educational and operational priorities, e.g., performs general cleaning and sanitizing of work areas, provide remote assistance to students and staff, and any other reasonable duty as needed.

QUALIFICATION REQUIREMENTS




The incumbent must successfully complete fingerprinting and clear a criminal background check. A

Master's degree

from an accredited college or university in

Business, Educational Leadership, Human Resources, or a related field

, or a Juris Doctorate (JD), is required. Possession of a

valid Utah Professional Educator License

with a

License Area of Concentration in Administration

is highly valued. A minimum of

five (5) years of progressively responsible, job-related experience

demonstrating professional competence in human resources and/or educational administration is required. Demonstrated

strong oral and written communication skills

, with the ability to convey complex information clearly and professionally. Proficiency in

computer applications and educational technology systems

is required. Demonstrated

effective problem-solving, organizational, multitasking, and time management skills

. Ability to

establish and maintain a positive and collaborative working environment

. Ability to

build and maintain effective working relationships

with candidates, school personnel, district staff, Board members, and representatives of the

Utah State Board of Education (USBE)

Capacity to

PHYSICAL REQUIREMENTS

While performing the duties of this job, the administrator is regularly required to effectively speak and/or hear. The employee is frequently required to stand; walk; reach with hands and arms; and stoop, kneel, or crouch. The employee is occasionally required to use hands to finger, handle, feel objects, tools, or controls; and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception. Requires ability to operate motor vehicles.
