The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

The main purpose of the position is to function as the senior Department of Public Safety employee assigned to the Department of Public Safety and Correctional Services Intelligence and Investigative Division and Warrant Apprehension Unit. This is a high management-level position with command responsibilities designed to provide unit continuity and direction under the authority of the Secretary of the Department of Public Safety and Correctional Services. This position oversees all law enforcement operations within the Department.



Plan, direct, and coordinate all major internal investigations involving alleged criminal activity or serious misconduct by departmental employees, inmates, visitors, arrestees, detainees, parolees, and other individuals. Provide leadership and oversight to Internal Investigation Detective Captains, and indirectly oversee Lieutenants and lower-level Detectives statewide. Develop short- and long-range goals for the administration and effectiveness of the internal investigation program. Evaluate criminal and administrative investigative operations, policies, and procedures to identify issues, implement corrective measures, and ensure alignment with departmental mission and goals. Develop, manage, and monitor the Internal Investigations Division budget, including planning and oversight of expenditures. Create, implement, and enforce divisional policies, procedures, and investigative standards. Execute search and seizure warrants and arrest warrants; carry firearms and perform arrests as required. Establish and maintain working relationships with federal, state, and local criminal justice agencies to support investigative cooperation. Testify in court and administrative hearings regarding investigative findings. Participate in and support anti-corruption initiatives, including information-sharing programs such as Drug Interdiction. Provide overall management, strategic direction, and policy development for the Intelligence & Investigative Division to ensure operational efficiency and investigative integrity. Guide and advise investigation supervisors and investigators on investigative priorities, procedures, and division objectives. Review complex criminal and administrative investigative reports submitted through supervisory channels to ensure accuracy, thoroughness, and alignment with investigative standards. Prepare letters of notification and report dissemination to appointing authorities following investigative review. Review, process, and prepare division correspondence and responses to requests for investigative reports and information for the legislature and other high-level stakeholders.

MINIMUM QUALIFICATIONS

Education:

A Bachelor's Degree from an Accredited college or University-Criminal Justice, Law, or Business Administration.






Experience:

Seven (7) years of professional law enforcement or criminal investigative experience to include four (4) years of management experience overseeing law enforcement or investigation teams.

1. Candidates may substitute the possession of a Master's degree from an accredited college or university for up to two years of the required experience.

Police Officer Recertification : 3 Years or Less Since Last Certified as a Police Officer, according to Code of Maryland Regulation 12.04.01.07/Section B3

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for this classification must possess and maintain a current Maryland certification as a Police Officer or meet the criteria for Police Officer under Criminal Procedure Article 2-101.


2. Applicants for this classification, formerly certified by the Maryland Police and Correctional Training Commission as a Police Officer within the past three years and eligible for recertification at the time of appointment, meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07.


3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.


SPECIAL REQUIREMENTS


------------------------


1. Employees must meet the selection standards required and successfully complete the training prescribed by the Maryland Police Training Commission for police officers in accordance with Public Safety Article, Section 3-207 of the Annotated Code of Maryland. Selection standards for police officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:


U.S. Citizenship or Resident Alien status


Must be at least 21 years of age


A complete background investigation


Oral interview


Physical examination


Polygraph and psychological evaluations.


2. Candidates for this classification will be given a medical examination to determine their ability to perform job-related functions. Employees in this classification will be required to bear firearms, and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.


3. Employees in this classification are subject to call-in on a 24-hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached.


4.Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and Maryland Police Training Commission General Regulation .01-1, Testing for Illegal Use of Drugs.
