Job Goal:

To direct and supervise recruitment, certification, employment, retention, and employee relations for the system.


Qualifications:




Bachelor's degree from an accredited college or university (Masters degree preferred) in discipline of school administration, public administration, business administration or human resources management required. A minimum of five (5) years successful experience in school administration, public administration or business administration preferred. Must meet the suitability criteria for employment and /or certification/licensure under the Alabama Child Protect Act of 1999 and Act No. 2002-457. Valid Alabama drivers license. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Required Knowledge, Skills, and Abilities




Knowledge of personnel and employee laws, policies, rules and regulations. Ability to exercise objective professional judgment. Skills in public relations and problem solving Skills in effective oral and written communication. Skills in recruitment, selection, assignment and evaluation of personnel. Communicates effectively both orally and in writing.

Essential Functions




Collaborative with the Superintendent to direct and supervise the planning, recruitment, selection, induction and maintenance of personnel for the school system. Assists with interviewing applicants and collaborates with the Directors/Coordinators regarding recommendations to the Superintendent regarding personnel. Assists with preparing and maintaining statistical information on all personnel, and submits the necessary statistical reports to the Board, State Department of Education and the Equal Employment Opportunity Commission. Keeps abreast of government statutes, regulations and rules relating to personnel administration and advises interested parties of the provisions of law. Assists with research pertaining to personnel, studies of staff characteristics, professional standards and other pertinent projects. Assists with the development of job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions. Counsels with any employee who is referred by his/her supervisor and/or who voluntarily requests an appointment. Assists with receiving, reviewing, and processing requests for transfers in accordance with Board policy. Assists school principals and/or supervisor on all matters relating to personnel. Assists with investigations of personnel regarding matters directly related to job performance and employment suitability. Oversee all processes related to the selection and on-boarding of employees including verification of certifications and highly qualified status, fingerprint/background checks and alternative certification requirements for all recommended candidates. Designs and develops innovative and highly effective talent management programs and processes, including but not limited to, recruitment, selection, and retention. Provides consultation and support to organizational leaders on all phases of talent recruitment, selection, and retention. Oversees the certificate renewal process for applicable district certified employees. Leads the development of internal strategies and programs aimed at identifying and retaining employees. Advises principals and other school personnel in matters related to talent management programs, processes, and activities that align with state and national standards for the purpose of promoting quality leadership, supporting job performance, and ensuring student achievement within the Selma City Schools district, including teacher certification and endorsement. Oversees the research of a variety of resources (e.g., courses, materials, training consultants, etc.) for the purpose of developing and supporting new talent management programs which meet staff training needs, including collaborative with universities, colleges, and other school systems. Provides leadership and supervision over assigned personnel to ensure employees have a clear understanding of their job responsibilities. Reports to work on time and regularly as designated by work schedule. Takes leave time in accordance with Board policy and reports all absences to the district's absence management system in a timely manner. Establishes and maintains cooperative and effective working relationships with others. Assumes other reasonable and equitable job-related duties assigned.

Terms of Employment




The Terms of employment shall be 12 months in accordance with the Board approved salary schedule.


Evaluation




Performance of this job will be evaluated annually in accordance with provisions of the Alabama State Department of Education and/or Selma City School's policy on evaluation of personnel.
