The Department of Health and Human Services' is seeking a SNAP Employment and Training (E&T) Program Manager II for the Division of Office of Economic Assistance. This position will be responsible for increasing the economic mobility of Nebraska citizens through SNAP E&T, building out program capacity and expanding Third-Party Provider partners.
The SNAP E&T Program Manager II is responsible for the overall management of the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) Program. This includes supervision of Workforce Coordinators and Program Specialists, interpreting complex policies and regulations, developing, and implementing new policies and procedures, communication with internal and external stakeholders, preparing reports and developing corrective action plans to address any program deficiencies, and oversight of the SNAP Employment and Training Program while ensuring compliance with State and Federal regulations. As well as State and Federal reporting, participation in monitoring events, and communication with State and Federal partners.

As the SNAP E&T Program Manager II, you will:
Partner with internal and external stakeholders to increase access to additional opportunities for the assigned programs and access for the people in Nebraska.
Coordinate and prepare policy briefs and research on the impact of enhancements to these programs.
Research federal and state legislation, statute and regulations to implement and enhance the assigned programs.
Increase program enrollments, guide program updates and improvements, updating policy and creating guides.
Hiring rate: $30.500 per hour - Exempt
Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM
Location: Lincoln - NSOB
Dress Attire: Business Casual

Requirements / Qualifications:
Minimum Qualifications:
Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.
Preferred Qualifications:
Experience with program management and supervision of staff.
Ability to conduct research, gain understanding of federal and state regulations and statutes, and communicate clearly.
Ability to write reports summarizing findings.
Excellent communication, interpersonal and presentation skills.
Previous government experience.
Experience reviewing, learning, and applying statutory or regulatory requirements for Economic Assistance programs, federal or state policymaking, legislation and statutory implementation and oversight.
Other:
Valid driver's license or the ability to provide independent authorized transportation. Occasional overnight travel is required.
Knowledge, Skills, and Abilities:
Knowledge of:
federal and state laws and regulations relevant to the Workforce or Economic Assistance programs, the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to economic assistance or workforce programs; public funds and budgeting methods; principles and techniques of planning, monitoring and evaluating programs and service delivery systems.
Skill in:
interpreting and/or clarifying policy to interested groups; conducting formal presentations to provide education and share information; communicating information so others will understand, identifying complex problems to develop and evaluate options and implement solutions.
Ability to:
plan, organize and direct a major program; work collaboratively in a team setting; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, community organizations and clients; communicate electronically, on paper or in person to promote, explain, discuss, advise and interact with interested groups on various program issues and problems; prepare and review technical documents such as summaries of state and federal regulations, action plans, reports, contracts and grants; understand, interpret and apply instructions, laws, rules, policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies. exercise judgment, decisiveness, and creativity in critical and unexpected situations; plan, assign and supervise the work of others. establish program objectives, performance goals, and assess progress.
