THE ROLE IN BRIEF:



The Development Program Manager plays a pivotal role in guiding the strategic vision and execution of land and site development projects. This position combines high-level oversight with hands-on field leadership and owner representation, ensuring that every phase of development--from entitlement and design through construction and turnover--aligns with organizational goals, budgetary constraints, and stakeholder expectations. The Program Manager oversees multiple concurrent projects, ensuring they are delivered on time, within budget, and in compliance with all regulatory and quality standards.

KEY RESPONSIBILITIES:



Program & Project Management



Assist with entitlement strategy, due diligence, and feasibility analysis for new development opportunities. Prepare and manage scopes, schedules, budgets, and risk mitigation plans across multiple developments. Negotiate contracts with consultants, contractors, and vendors; oversee procurement to ensure cost-effectiveness and compliance. Coordinate with planning, engineering, legal, and finance teams to align project goals with business objectives. Track key performance indicators (KPIs) and provide regular reporting to executive leadership. Implement value engineering and cost control strategies to optimize project returns. Prepare financial reports and maintain fiscal accountability throughout the project lifecycle. Supervise and mentor junior project managers and field staff; foster a culture of accountability and continuous improvement.

Construction Management



Direct all phases of horizontal development and amenity improvements, including grading, utilities, roads, stormwater infrastructure, irrigation, landscaping, signage, park/open space, etc. Review and coordinate construction documents, bid packages, and contractor selections. Manage contractors, consultants, and vendors to ensure timely and cost-effective execution. Conduct regular site inspections and enforce QA/QC protocols. Review and approve change orders, pay applications, project invoices and close out documentation. Ensure compliance with OSHA, SWPPP, and other applicable regulations. Monitor, inspect, and document construction sites to ensure compliance with local and stormwater regulations. Administration and oversight of all aspects of the stormwater management program, to include permitting, inspections, compliance and remediation coordination with builders and sub-contractors. Oversee post-construction activities including commissioning, warranty tracking, and asset handover to operations teams.

Field Operations & Stakeholder Coordination



Serve as a liaison between the development team and city, county, utility providers, and special districts. Resolve field-level issues related to engineering, inspections, and construction conflicts. Maintain strong working relationships with public agencies, adjacent landowners, and community stakeholders. Represent the organization in public forums and partnership discussions as needed. Support the preparation of reimbursement packages for public improvements and infrastructure cost recovery.

WHAT DO YOU BRING:



Education:



Bachelor's degree in Civil Engineering, Construction Management, or a related field.

Experience:



Minimum 15 years of progressive experience in land development, construction management, and owner's representation, with a strong background in entitlement, infrastructure construction, and project delivery. Experience with large-scale residential or mixed-use communities is preferred.

Skills & Competencies:



Proven leadership in managing cross-functional teams and external partners. Deep knowledge of land development processes, permitting, and construction practices. Strong financial acumen and experience managing multi-million-dollar budgets. Excellent communication, negotiation, and conflict resolution skills. Proficiency in project management and construction software such as Procore, Bluebeam, MS Project, and GIS platforms.
The salary range for this position at ONE La Plata, LLC is

$130,00.00-$150,000.

The base pay salary is a calculated industry-based estimate and is what ONE La Plata, LLC may pay for anyone seated in this position throughout their tenure at our company. This estimated range of

$130,00.00-$150,000 range is based on a number of factors including but not limited to market location, job-related knowledge, education or training, skills, and years and types of experience.
