The Opportunity


WSDOT is currently seeking multiple Design Project Team Leads (Transportation Engineer 3) to guide their team of engineers and technicians in delivering high-quality Plans, Specifications, and Estimates (PS&E) and/or Request for Proposals (RFPs) for critical highway projects. This role ensures designs meet WSDOT standards while keeping projects on scope, schedule, and budget. By leading and mentoring staff, the Design Project Team Lead plays a key role in developing future leaders at WSDOT. This position directly supports WSDOT's mission to provide safe, reliable, and cost-effective transportation solutions that strengthen communities and the economy.



What to Expect


Among the varied range of responsibilities held within these roles, the Design Project Team Lead will:Coordinate day-to-day activities and resources to ensure the successful delivery of assigned projects. Prepare design documentation, environmental documentation, right of way plans, PS&E packages and/or RFPs. Verify that project deliverables meet current WSDOT standards and guidelines. Develop and oversee project management plans, schedules, and resource allocations. Implement quality control reviews and audits of technical project work, providing feedback as needed. Guide engineers and technicians in making technical decisions on complex or higher-risk items. Perform field work to gather or confirm project data, which may involve site travel and uneven terrain. Maintain project scope, schedule, budget, and risk tracking while coordinating with internal and external stakeholders.

Qualifications


To be considered for this opportunity, the following are required:

Engineering Knowledge & Application

: Knowledge of civil engineering principles, construction practices, contract administration, and quality review of engineering plans, specifications, and estimates, gained through a bachelor's degree in engineering, EIT certification, or through equivalent education and/or experience.

Project & Contract Management

: Ability to apply project management practices and contribute to contract development, including preparing plans, specifications, and estimates (PS&E) and/or Request for Proposals, to successfully deliver projects.

Technical Analysis & Documentation

: Ability to review, interpret, and produce technical documents, calculations, and reports in alignment with engineering standards.

Leadership & Staff Development

: Demonstrated ability to supervise, coach, and develop staff to maximize performance and prepare them for future roles.

Planning & Scheduling

: Ability to create, maintain, and monitor project schedules while directing the work of others to meet deadlines and objectives.

Technology Proficiency

: Proficiency with engineering software, computer programs, and standard office applications to perform professional work tasks.

In addition to the above, the following is also required:A valid driver's license and the ability to operate a state-owned vehicle. Ability to traverse rough, steep, and uneven terrain in all weather conditions.


It is preferred that qualified candidates also have:

Advanced Engineering Experience

: Experience as a Transportation Engineer 2, combined with a bachelor's degree in engineering and EIT certification, or an equivalent combination of education and experience.

Contract Development Leadership

: Demonstrated experience developing contracts, including PS&E and/or RFPs.

Design-Bid-Build Project Leadership

: Experience leading or assisting with the full development of a WSDOT design-bid-build and/or design-build from start to finish.

Software Proficiency

: Experience using Bentley Microstation, InRoads, and/or OpenRoads.

Technical Design Expertise

: Experience with technical design tasks, including but not limited to vertical and horizontal alignments, geometric design, hydraulic design, and survey/right-of-way plans.

Professional Engineering Licensure

: Holds a valid Professional Engineer (PE) license.

The salary listed includes the legislative approved 5% salary premium for positions in King County. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
