Why does the job exist?



The New Mexico Health Care Authority was launched on July 1, 2024. This groundbreaking development is the result of merging the New Mexico Human Services Department (HSD), the State Employee Benefits team from the General Services Department (GSD), and the Developmental Disabilities Supports Division (DDSD) and Division of Health Improvement (DHI) from the New Mexico Department of Health, and the Health Care Affordability Fund (HCAF) from the Office of Superintendent of Insurance (OSI). The State Health Benefits (SHB) Bureau provides comprehensive medical, prescription, dental, vision, life, and other benefits to more than 60,000 state and local government employees throughout New Mexico.



The SHB Deputy Programs Director will:



Strengthen executive and operational leadership within the Bureau by managing the implementation of core initiatives across all divisions;



Improve internal coordination among benefits administration, policy, contracts, and member services units by overseeing cross-functional workflows;



Ensure consistent execution and the timely delivery of strategic priorities, allowing the Program Director to focus on legislative, inter-agency, and long-term policy work;



Enhance daily program oversight and organizational agility.



How does it get done?



The SHB Deputy Programs Director is responsible for:



Strategic Execution and Program Oversight;



Leading the implementation of high-priority initiatives across the Bureau to ensure alignment with strategic objectives and policy goals;



Translating executive priorities into coordinated action plans across program areas and monitoring the progress toward deliverables;



Ensuring the timely and effective execution of core initiatives by managing dependencies, removing barriers, and reinforcing accountability;



Vendor Oversight and Contract Management;



Directly supervising the staff responsible for vendor oversight, including health plan administrators, eligibility and enrollment vendors, and wellness contractors;



Ensuring that vendor performance aligns with contract terms, regulatory requirements, and service expectations;



Monitoring vendor reporting, conducting performance reviews, and leading the resolution of escalated vendor issues;



Working with the Deputy Administrative Director to guide procurement planning contracts.

Minimum Qualification



Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License.



Must obtain a Defensive Driving Certificate.

Working Conditions



Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
