The Department of Health Services (DHS), Division of Quality Assurance (DQA), is recruiting for a Deputy Division Administrator. DQA is responsible for protecting and promoting the health, safety, and welfare of residents living in and being cared for in regulated health care facilities.
This position offers the option to work remotely up to 3 days per week and is headquartered in the 201 E. Washington Ave. office in downtown Madison. This schedule may vary based on training or operational need. Additionally, occasional travel and overnight stays may be required to attend trainings and conferences.

Position Summary

As the Deputy Administrator, you will be responsible for the operational tasks of the Division including technical supervision of DQA Bureau and Office Directors and the administrative services unit. In this role, you will function as the Chief Operating Officer and assume leadership of the Division when the Administrator is absent. You will be responsible for:
Establishing, maintaining, and improving the operations infrastructure of the Division.
Managing complex fiscal, personnel, and information technology matters, along with working to continuously improve quality.
Managing administrative support services and staff necessary to produce the work of the Division.
Oversight of DQA's strategic plan, which correlates with the Department strategic planning processes. This includes proactive strategic planning to assure and improve the health, safety and welfare of Wisconsin consumers who utilize health care services.
Establishing, maintaining, and improving the operational systems required to carry out this mission.
Salary Information

The starting pay is up to $59.88 per hour (approximately $124,500 annually), plus excellent benefits. A 24-month Career Executive trial period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. For current employees transferring or promoting into this role, the current compensation plan allows an increase up to the $59.88 per hour rate or an increase up to $6.48 per hour from the current pay rate. This position is classified as a Health Services Manager and is in pay schedule and range 81/01.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications
------------------
Minimally qualified applicants will have all of the following:
Experience formally supervising other managers within a large, complex, and highly regulated human services, health care, or governmental organization.
Experience providing oversight of day-to-day operations (e.g., operational purchases, ad hoc program requests, personnel issues, etc.).
Experience managing and coordinating administrative functions required for operating an organization such as overseeing complex budgets (i.e. long-term financial planning, using budget as a tool for operational goals, etc.), developing programs, monitoring compliance, strategic planning, etc.
Experience with strategic planning or project management activities related to process improvement initiatives. This includes analyzing and evaluating operational or organizational programs issues, effectiveness, and activities in various areas of an organization.
Well-qualified applicants will also have one or more of the following:
Experience interpreting and applying federal and state statutory and administrative code requirements including Title XVIII, Title XIX and Clinical Laboratory Improvement Amendments.
Experience developing and maintaining relationships with various internal and external executive level partners (e.g., organization or agency leadership, regulators, consumers/advocacy groups, elected or other governmental officials, etc.).
5 or more years of experience overseeing other managers or executive leaders in achieving and advancing overall program goals.
