Brief Description of Duties
The Deputy Director reports to the Director of the developing America's Workforce Nucleus (DAWN) initiative. The position serves dual functions: play a pivotal role in the strategic leadership, program development, day-to-day operations, and evaluation of DAWN, helping to position DAWN as a leader University based community partnerships. The Deputy Director also serves as the Anacostia Ambassador for the Urban Waters Federal Partnership (UWFP). The UWFP comprises 15 federal agencies and 28 nongovernmental organizations working collaboratively in 20 designated locations to help urban and metropolitan areas, particularly those that are underserved or economically distressed, connect with their waterways and work to improve them.
The dual role position is responsible for developing and growing the Academy and the Urban Water Federal Partnership Anacostia location, serving as a driving force in community efforts to enhance the educational and career opportunities for District students and residents more generally while also championing the environmental and economic benefits of clean, safe, accessible urban waters and lands.
The ideal candidate brings experience in program management, community organizing and stakeholder engagement, entrepreneurship, environmental issues and school based activities. A passion for truth and justice is essential.
Essential Duties and Responsibilities

• Meet regularly with the Director DAWN during the planning phase. Collaborate with the DAWN Director to set the strategic vision and operational goals DAWN.
• Assist in establishing a baseline of DAWN activities and the development of an implementation plan with measurable goals that support the university strategic plan, Delivering on the Promise.
• Support community outreach with a focus on Anacostia and Ward 8 in the District of Columbia.
• Oversee and monitor the day-to-day activities of DAWN.
• Assist with budget development and management.
• Become proficient in navigating frequently used university processes, e.g., human resources and procurement.
• Assist with staff recruitment, hiring, and onboarding to build an effective and dynamic team.
• Supervise and mentor program staff and coordinators to ensure alignment with the DAWN's mission.
• Support cross-functional partnerships with academic institutions, community organizations, and local government entities. Maintain working relationships with Center partners, including DCPS, Anacostia Schools and Community, DOEE, federal agencies and industry partners.
• Schedule, organize and convene meetings for the Director.
• Prepare and process grant proposals to sustain and expand DAWN's programming efforts
• Contributes monthly updates to the UWFP/EPA;
• Participate in and/or lead meetings, including:
• Regular Ambassador meetings hosted by U.S. EPA, and
• Regular meetings with partners and community-based organizations (with a strong preference for locations within Anacostia), being proactive and inclusive to ensure all have a seat at the table; and
• Variety of University task forces and external committees for purposes of information development, sharing, reviewing, and executing objectives to assure alignment with the Academy and the Urban Waters Federal Partnership mission.

Minimum Job Requirements

• A master's degree or relevant work or entrepreneurial experience.
• Proven leadership experience in civic engagement, workforce development, or social justice advocacy.
• Excellent communication skills, with the demonstrated ability to engage diverse stakeholders across sectors.
• Proficiency utilizing online software/platforms.
• Working knowledge of social media.
• Familiarity with navigating multi-stakeholder environments, including government agencies, nonprofits, and academic institutions.
• Exceptional problem-solving skills.
• Proficiency with computer software applications including Microsoft Office Suite Word, Excel, Outlook, PowerPoint, Publisher, etc.
• Proficiency with office technology products such as: computers, copiers, printers, scanners, faxes, telephones, projectors, etc.
• Able to travel between multiple campuses and off-site locations.

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
