Deputy Director




The North Dakota Department of Mineral Resources (DMR) is seeking a Deputy Director to join our team in Bismarck. As a member of the DMR, which includes both the Oil and Gas Division and Geological Survey Divisions, you'll help support responsible oil and gas development as well as coal and subsurface mineral exploration across the state. Our agency regulates and promotes the State's paleontological mineral resources while protecting the rights of all stakeholders and ensuring long-term benefits for mineral owners, industry, and the public. As

Deputy Director,

you will serve as a trusted advisor and integral member of the Senior Leadership Team, reporting to and supporting the DMR Director in advancing the mission, vision, and strategic priorities of the Department. This role will have a project management focus. Responsibilities would include Department-wide projects, driving innovation & technology adoption; and ensuring alignment across regulatory, operational, and organizational initiatives. The Deputy Director will provide regulatory insight, legal coordination, assistance in developing state policies and engaging with federal policies.




You will have opportunities to represent the Department in high-level meetings, legislative testimony, tribal engagements and national conferences, with the ability to step in for the Director when needed. This position compliments the leadership team and existing staff, ensuring continuity, strategic execution and has a strong presence in both internal and external settings.

Having legal and regulatory experience will be critical to the success of this role. The ideal candidate will be a collaborative leader who maintains alignment with the Director's vision and fosters a culture of innovation. Strong communication skills, both written and verbal, are essential for drafting legal responses, testifying before the legislature, and engaging with diverse stakeholders. This role requires strategic thinking, flexibility, adaptability, and the confidence to speak up with informed recommendations. A commitment to partnership, mentorship, and continuous improvement will position the Deputy Director to succeed and make a lasting impact within the Department.

The Annual Hiring Salary Range is

$115,000 - $130,000.

To be considered for this role,

you must have a bachelor's degree in business administration, energy management, geology, law, political science, engineering (petroleum or geological), or very closely related field, AND a minimum of ten years' relevant experience. Equivalent combinations of relevant education and experience may be considered.




Additional Desired Qualifications Include:



Managerial and leadership experience. Certifications in Project Management, Leadership Development Programs, or Legal. A demonstrated ability to drive innovation and process improvement within a large organization.
Familiarity with North Dakota's energy and mineral resource landscape, including oil and gas operations, geological survey work, or mineral ownership.
