Summary/Objective
Under general supervision, the Voter Registration (VR) Clerk performs a variety of clerical work, assisting in preparations for elections and voter registration. Responsibilities include registering voters and maintaining voter registration records, preparing and updating files, answering telephones and assisting the public.

Regular and punctual attendance is required. During an election cycle, there will be extended hours, both on weekdays and weekends.
Duties and Responsibilities
  • Serves as Deputy Registrar and is responsible for duties associated with voter registration and election-related activities including new voters\xe2\x80\x99 name and residence
  • Assists in determining voter eligibility by checking records including DPS, State, and felony records and the voter registration system.
  • Files registration applications and records data into computer files; printing and issuing voter registration cards.
  • Maintains voter registration rolls, changing addresses of voters as notifies and cancelling names of deceased persons or those no longer residing in the county.
  • Resolves Task Summary as assigned on TEAM, including Cancelled Applications, Maintenance, Possible Deceased, Possible Duplicate, Possible Felon, DPS Applications, Web Applications, Address Confirmations, Duplicate Application Status, and Correspondence.
  • Sets up and prints voter registration certificates.
  • Researches in VR system and other systems and records to determine voter eligibility for Election Day.
  • Provides telephone support to early voting clerks and election judges for equipment problems and voter information questions/issues.
  • Interacts and coordinates with the public, elected officials, election judges, election clerks, party candidates, and contacts at vote centers.
  • Performs assigned clerical work such as document processing and/or record keeping in the daily operations of the department.
  • Handles requests for information that may not be provided in a standardized format.
  • Performs other related duties as required.

Required Skills and Abilities
  • Bi-lingual (English/Spanish) required
  • Knowledge of federal, state and county laws and policies concerning elections and voter registration
  • Knowledge of the ethical guidelines applicable to the positions as outlined by professional organizations and/or federal, state and local laws, rules and regulations
  • Knowledge of modern office practices, procedures, equipment, and standard clerical techniques
  • Knowledge of Microsoft Office and Excel
  • Ability to use computers for data entry
  • Ability to establish and maintain effective working relationships as necessitated by work assignments
  • Ability to use small office equipment, including copy machines or multi-line telephone systems
  • Ability to work under pressure with frequent interruptions
  • Ability to understand and follow oral and/or written instructions
  • Ability to exercise tact and courtesy in frequent contact with the general public
  • Attention to detail imperative

Education and Experience
High School diploma or equivalent required

Licenses and Certifications
Must have or be able to obtain a Texas Driver License within 90 days of employment.

Physical Demands and Work Environment
The VR Clerk must be physically able to operate a variety of machinery and equipment. This requires being able to exert up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or stretch arms, legs or other part of body to grasp objects.
Position involves prolonged sitting at a workstation, prolonged reading, and visual examination of documents.
The VR Clerk must have the ability to coordinate hands and eyes rapidly and accurately when using automated office equipment. Minimal levels of eye/hand/foot coordination and color perception are required.
Position is primarily indoors in an air-conditioned environment and is primarily during regular office hours (Mon-Fri). During an election cycle there will be extended hours both on weekdays and weekends.

Travel
The VR Clerk will occasionally be required to travel to various locations across Smith County for an election or VR event and to other locations for training.
