General Purpose

This position is responsible for the proper statistical and investigative analysis of crime and the preparation of related reports to provide information in support of the Police Department. Work involves extensive reading, report writing, data analysis and development of links between crimes criminals and crime groups. The Crime Analyst will review and mine administrative and workload data and perform data analytic functions to assist in improving department performance and producing documents for public transparency.


Essential Duties & Responsibilities

Collects, collates, analyzes, disseminates, and evaluates crime data; creates reports or bulletins to identify trends, patterns, and changes in criminal activity Performs statistical and investigative analysis of crimes; categorizes and analyzes crimes by type, day, method of operation, etc.; report analysis to determine areas of criminal patterns Creates or supports link analysis of criminal organizations Analyzes, compiles crime bulletins, organizes, prepares, maintains, and disseminates an assortment of records, reports, and information in an effective manner Produces computer generated maps to display criminal activity geographically throughout the city and related regional areas Records static data to benchmark progress for the department using various and sometimes changing databases Reviews crime trends and/or patterns and shares the information with the appropriate units Represents the city on professional boards and outside organizations Maintains positive and productive relationships with neighboring and regional crime analysts and data scientists. Forecasts criminal events, information on criminal activity, offender profiling, and criminal behavior Forecasts sworn and non-sworn employee efforts and deployments Compiles data from Federal, State, and Local agencies to provide information to pertinent parties Attends appropriate meetings to provide information on crime data, bulletins, and changes in criminal activity Works with local, state and federal agencies on cases of interest to the city Utilizes national, state, and local law enforcement and other databases in the preparation of daily, weekly, and monthly reports as appropriate Presents statistical data to divisions, management and community groups Responds to inquires with clear and accurate interpretation of City and department policies and practices Maintains, updates and responds to requests for information, maintains contact with parties involved, compiles and provides factual and historical updates, receives feedback and ensures that required services are being provided in approximate timelines All employees must model and demonstrate the City Values at all times during the course of employment; to include: Integrity, Collaboration, Innovation, Respect and Excellence.

Minimum Qualifications

A bachelor's degree in business administration, public administration, law enforcement, criminology, data science or related field with course work in statistics or data science and two years of experience in law enforcement with some administrative background is required. An equivalent combination of training and experience that provides the required knowledge, skills and abilities may be considered. A graduate degree in one of the above-listed fields is desirable and may substitute for prior experience.

Comprehensive knowledge of tactical, strategic, and administrative crime analysis Comprehensive knowledge of the terminology used within the department Familiarity with business and data analytics with a focus on extracting business-focused insight and problem solving Knowledge of city practice, policy, procedure, statutes, ordinances, and criminal law Knowledge of the principles of organization, planning, development, and implementation of responsibilities as they relate to the activities of the position Knowledge of the reports and records which must be prepared, processed, and maintained in order to meet the requirements of the department Proficient skill in using computers and related software applications including Lumen, crystal reports and ArcGIS Familiarity with Body Worn Camera data Ability to prioritizes work assignments and completes duties in a timely manner under deadline Skill in oral and written communication Skill in handling multiple tasks and prioritizing Skill in handling conflict and uncertain situations Ability to work with several programs, including but not limited to: CCIC/NCIC, CBI/FBI, criminal database information systems Ability to maintain appropriate licenses, certifications and membership in relevant organizations Ability to establish and maintain effective communication and working relationships with city employees, representatives of other agencies, and the general public Ability to work with frequent interruptions and changes in priorities Ability to keep information confidential and on an as needed bases Ability to establish and maintain effective communication and working relationships with city employees and the public Ability to quickly recognize and analyze irregular events Ability to operate equipment and tools necessary in the performance of specific duties * Ability to train interns
