Life Cycle Engineering (LCE) is responsible for ensuring our products are Safe, Reliable, Maintainable and delivered on time. Life Cycle Engineering consists of multiple disciplines that support engineering, our program offices and our customers. Our Life Cycle Engineering disciplines participate in the total life cycle of our products from conception to deactivation. Our focus area is product support, including the following disciplines: Reliability System Safety and Supportability.

Job Summary:

As the Country Manager you\'re a direct report to the Life Cycle Engineering Directorate and matrixed to the Standard Missile 2 (SM-2) Program.

In this highly visible role you\'re responsible for driving the day-to-day program execution on a fast-paced, dynamic international program and you\'re accountable for successful management to contract requirements, ensuring the program achieves cost, schedule and technical performance requirements.

This job is based at our Tucson, AZ facility and is posted as ONSITE.

Responsibilities to Anticipate:

Your responsibilities will also include the following:

  • Sets program strategy, vision and tactical direction for program execution by multi-functional team(s) and sub-contractors
  • Is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations
  • Develops program enhancing partnerships with internal functional organizations such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions
  • Works directly with the US government customer to provide program status and performance on international program activities. Additionally, anticipates and fulfills customer needs to ensure their satisfaction and continued business
  • Fulfills the program\'s specific financial goals and obligations in accordance with the program AOP
  • Manages budgetary guidelines and directs the performance of program task elements through internal functional partnership
  • Grows the program and its product(s) by ensuring ongoing customer funding of current contractual requirements, to include working with the customer to identify and fund further product enhancements, Direct Commercial Sales opportunities, and similar
  • Identify and resolve complex customer issues, effectively managing deadlines, balancing priorities and successfully managing cultural sensitivities, ensuring consistent, coordinated and accurate reporting for the program while ensuring adherence to all International Traffic in Arms Regulations (ITAR), Export Administration Regulations, foreign releasability, and other regulatory requirements
  • Work closely with Integrated Program Team (IPT) leads and functional support personnel for day-to-day program execution, managing deliverables, test equipment support, and supporting future business, while recommending and implementing best practices as warranted by program execution situations
  • Support and manage the development of proposals and Gate 4s to fulfill customer requirements.
  • Maintain knowledge of company policy and directive changes and any resulting implications that warrant change management facilitation
International and domestic travel will be required.

Basic Qualifications:
  • Typically Requires: Bachelor\'s degree and a minimum 10 years of relevant business, program, or project management experience. An advanced degree may account for additional years of experience as required for this position.
  • Experience with Earned Value Management Systems (EVMS) or balancing technical, cost and schedule constraints to meet project or program deadlines and expectations
  • Leadership experience in a civilian or military environment
  • The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
  • Experience with the Tactics, Techniques and Procedures for both International Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) highly desirable.
  • Experience leading cross-functional teams in a manufacturing, operations, engineering, or Aerospace and Defense environment, including work with senior levels within U.S. customers, foreign customers, and Raytheon leadership
  • Experience conducting international business, ITAR compliance, classified hardware, and transportation plans
  • Demonstrated capture and proposal generation experience from concept to execution, to include experience developing and reviewing Gate 3, Gate 4 and Gate 5 packages for management approval
  • Experience using financial analysis tools and experience with project management tools and/or systems
  • Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward
  • In-depth knowledge of the USG foreign release process, production contracting function, applicable contract obligations and ITAR licensing requirements.
  • Strong business acumen to proactively identify and resolve issues quickly and efficiently
  • Experience in the Defense or Aerospace industry
  • Working knowledge of contract formation and execution
  • Experience conducting international business
  • Demonstrated experience with Risk and Opportunity Management
  • Product lifecycle management experience
  • Earned Value Management certification
  • Experience supporting production - supply chain, engineering, operations, quality, or program management
  • Raytheon Program Certification (or able to achieve within one year)
  • Experience with Microsoft Office Suite
