PURPOSE:
The purpose of this position is to negotiate, process, administer, and monitor contracts, grants, and purchase of service agreements that support the Department's programs and initiatives. This role ensures procurement activities are conducted in alignment with state and federal requirements, while balancing feasibility, cost-effectiveness, and program impact. The position provides critical oversight of provider performance through data collection, benchmarking, and reporting, while also managing assets, monitoring federal grant spending, and identifying new funding opportunities. In addition, it serves as a key resource to staff and partners by offering training, financial guidance, and technical support, and by fostering collaboration with vendors, agencies, and community stakeholders. Through this work, the position strengthens the Department's capacity to deliver high-quality services and achieve its strategic goals.
REPRESENTATIVE TASKS:
This position is responsible for managing and supporting a wide range of procurement, contracting, and grant-related functions. Key responsibilities include reviewing and processing contracts, grants, and RFPs; analyzing procurement options for feasibility, cost, and impact; and coordinating with Maine OIT on technology-related procurements. The role also involves monitoring provider performance and federal grant spending through data collection, benchmarking, and reporting, as well as managing fixed assets using Advantage ME. In addition, the position provides financial and grant support to staff, identifies funding opportunities, and fosters collaboration with community partners, agencies, and vendors. To build capacity, the role trains and supports staff on contract development and implementation while strengthening vendor relationships to ensure effective delivery of services.
