Job Duties

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Contract Monitor for the Accomac Residency to oversee the work and response of contract staff to ensure installations, maintenance, repairs, operations, traffic control, and any emergency response actions are performed correctly and in compliance with related manuals and policies. Assist the supervisor to compile data and reports, and coordinate activities with other team members.

Core responsibilities include:
  • Maintain Documentation and Communication - Prepare and review documentation covering contract activities, quantity and cost of work, progress, etc. Check and prepare progress reports and daily and weekly pay documents and submit to appropriate staff. Ensure contractor meets work zone safety and other safety requirements during maintenance operations. Monitor contract expenditures against budget allocations. Estimate quantities and assist in preparing and developing future SAAP and ASD contracts. Communicate with contractors, public and utility companies. Respond to inquiries and concerns.
  • Performance Monitoring - Maintain records of work performed by contractors, and produce or provide information for reports. Record daily activities such as proper charge codes for timesheets, vehicle rentals, materials, and a daily checklist for equipment and work activities. Conduct hands-on training. May serve as back-up facility supervisor and provide timely communication and documentation to appropriate contacts regarding activities performed and issues encountered.
  • Emergency Operations - Operate light, medium, and heavy duty equipment and perform heavy manual labor in emergency operations to include snow and ice removal, storm debris clean-up, accidents, etc.
  • Equipment and Asset Maintenance - Promote and ensure the upkeep of assigned equipment and tools. Restock supplies and refuel vehicles. Perform preventative maintenance of assigned equipment. Conduct routine inspections of vehicles consistent with established policies and procedures. Collect on location field data and condition of structural and-or equipment assets. Enter information to database and generate reports. Follow all applicable guidelines and policies.
  • Materials Testing and Environmental Compliance - Perform materials testing on roadway maintenance projects and document results, costs, quantities, progress, etc. Review projects to ensure contractors are in compliance with all federal and state environmental regulations and guidelines.
This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.

Minimum Qualifications
  • Possession of valid CDL and DOT medical card
  • Thorough knowledge of roadway construction, maintenance, and repair techniques, practices and equipment
  • Skill in the use of computers and software programs including MS Office
  • Ability to read, analyze and interpret contracts, road and bridge specifications and associated regulations in highway maintenance
  • Ability to perform heavy manual labor
  • Knowledge of inspection procedures, as well as materials testing and acceptance
  • Ability to monitor and oversee the work of others
  • Ability to collect and analyze data and prepare timely and accurate reports
  • Ability to obtain Advanced Work Zone Safety and Flagging certification, Erosion and Sediment Control certification, and VDOT materials certifications within 6-12 months of employment
  • Safety shoes required
Additional Considerations
  • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter.
  • Skill in the use of automated construction management and financial software
  • Experience in roadway maintenance, construction and equipment operations
  • Experience monitoring and inspecting contractors or overseeing the work of others
  • Possession of Advanced Work Zone Safety and Flagging certification, Erosion and Sediment Control certification, GRIT - Guardrail Installation Training, and VDOT materials certifications

All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
