specializing in Project and Construction Management is seeking a Project Controls Specialist III to join the BuildLACCD program team. This role is responsible for maintaining the accuracy and integrity of project budgets, forecasts, and financial data while ensuring compliance with cost management policies and procedures. You will collaborate closely with Project and Construction Managers, Scheduling Teams, and the Program Management Office (PMO) to deliver insightful analysis, reporting, and proactive cost-control strategies.


BuildLACCD is leading one of the nation's largest and most sustainable building programs, transforming the Los Angeles Community College District's nine campuses into modern, state-of-the-art learning environments. Salary Range: $120K/Year-$130K/Year - Dependent on Candidate's Qualifications

Key Responsibilities



Maintain and manage project budgets and financial forecasts, ensuring compliance with established procedures. Collaborate with project teams to draft white papers, support re-baselining efforts, and secure funding for capital projects. Participate in monthly Estimate at Completion (EAC) reviews, providing variance analysis and recommendations. Manage Estimates to Complete (ETCs), change orders, task orders, and vendor portal requests. Conduct cost variance analysis, identify risks, and recommend corrective actions. Perform monthly budget reconciliations and track trends in project costs and mitigation plans. Review budgets across multiple funding sources and ensure alignment with financial goals. Partner with scheduling teams to evaluate the impact of schedule performance on costs. Generate detailed financial reports for campus budgeting, cost control, and auditing using systems such as Proliance and Deltek Costpoint. Administer budget transfers, financial closeouts, contract requests, PBAs, and change orders. Serve as the primary point of contact for campus financial information requests. Oversee review and approval of contractor and consultant payment applications. Support special cost management initiatives and assist with project completion data entry as required.

Minimum Qualifications



5-10 years of professional experience in program and/or project controls on a construction program. Bachelor's degree in Engineering, Construction Management, Business, or related field (additional qualifying experience may substitute year-for-year for education). Experience with full project life cycle, cost/schedule management, earned value management, forecasting, and risk assessment. Strong organizational and communication skills with ability to present data clearly to management. Ability to work in a fast-paced environment and adapt to changing requirements. Team player with professionalism in all communications.

Preferred Qualifications



Experience with Microsoft Office (advanced Excel skills preferred). Experience with Proliance, Data-Warehouse, and other large capital program systems. Prior experience in educational facility projects.
