The Operations Manager, is the company's lead representative responsible for the overall success of assigned construction projects. This person will lead a dedicated project team--including project engineers, superintendents, foremen, skilled/unskilled labor, and subcontractors--ensuring that projects are completed safely, on time, within budget, and to the highest quality standards. The PM shall be accountable for project profitability, client satisfaction, and team performance.
Industry Experience:
A minimum 10 years of experience in construction with substantial expertise in supervising field operations and construction management within the Puerto Rican construction sector are required.
Your Responsibilities will be:
Project Oversight:
Direct and oversee all phases of construction projects, ensuring alignment with company goals for profitability, quality, and timely completion.
Leadership & Team Management: Direct and mentor the full project team; assign responsibilities; resolve conflicts; promote accountability and safety.
Progress Monitoring and Reporting: Monitor project progress against timelines and budget forecasts, making adjustments as necessary to handle any deviations. Regularly communicate project status to senior management and other stakeholders.
Project Financials: Develop and manage project budgets; oversee cost forecasting, invoicing, and profitability; negotiate change orders and claims.
Payroll Management: Oversee payroll functions, including the monitoring and daily reporting of labor hours and associated costs.
Scheduling & Control: Prepare and maintain comprehensive project schedules. Monitor progress, identify deviations, and implement corrective actions to ensure timely completion of all project milestones.
Operational Logistics: Manage the daily distribution of construction tasks to laborers, oversee material purchasing, and handle purchase order requests, ensuring smooth operational flow on site.
Cost Management: Develop cost estimates and manage budgets throughout the project lifecycle. This includes assisting Management in bid analysis, reviewing subcontractor bids, and actively managing project costs to ensure they align with financial expectations and project specifications.
Quality Assurance & Technical Compliance: Interpret and enforce construction drawings, specifications, and codes. Implement quality control measures, conduct inspections, and ensure work complies with technical requirements, regulatory standards, and project specifications.
Safety & Regulatory Adherence: Promote and enforce a culture of safety. Ensure all construction activities comply with OSHA, local building codes, environmental mandates, and client safety protocols.
Documentation and Compliance: The Operations Manager is responsible for maintaining strict control over all project documentation, ensuring everything from design plans to permits and safety reports is accurate and up to date. Must oversee preparation and management of project documentation, including submittals, RFIs, meeting minutes, reports, and change orders. Ensure records are accurate, timely, and compliant with company and client standards.
Stakeholder Communication: Act as a liaison between project teams, vendors, clients, and subcontractors. Facilitate project meetings to ensure clear communication and the resolution of any issues that arise. Lead project meetings, provide regular status updates, and ensure issues are resolved promptly and professionally.
Subcontractor & Vendor Oversight: Manage the procurement, contracting, and performance of subcontractors and vendors. Ensure deliverables meet contractual, quality, and safety requirements.
Regulatory Adherence: Ensure all construction activities comply with building codes, safety regulations, and environmental mandates. This includes acquiring necessary permits and ensuring that site-specific safety measures and environmental controls are in place.
Closeout & Turnover: Lead the project closeout process, including punch list resolution, testing, commissioning, and final documentation. Ensure smooth transition to client operations and capture lessons learned for continuous improvement.
Required Competencies and Qualifications (technical, academic, experience, values, behaviors):
Bachelor's degree, or a closely related field.
At least 10 years of hands-on experience in construction project management and significant exposure to field operations.
In-depth proficiency with project management software and tools such as MS Project, AutoCAD, Procore, and other relevant construction management technologies.
Strong understanding of construction documentation and ability to oversee project compliance with contractual and regulatory requirements.
Excellent leadership skills with the capability to manage and direct multidisciplinary teams.
Problem-solving skills, with the competence to make decisions under pressure and handle multiple tasks effectively.
Fluent in Spanish and English, ensuring effective communication across diverse project teams.
Desired Competencies and Qualifications (experiences and trainings, being a plus but not required):
Professional Engineer (PE) license, is preferred but not mandatory.
Familiarity with sustainable construction practices and technologies.
Project Management Professional (PMP) certification or similar is advantageous but not required.
