Responsible for capital improvement and construction projects lifecycle delivery across the City of Denton that includes comprehensive oversight from project scoping to closeout ensuing projects are delivered on time, within budget, and in alignment with City standards, community expectations, and strategic goals.

DUTIES

Oversee and collaborate with internal and external stakeholders on capital improvement and construction projects including, but not limited to, project scoping, stakeholder engagement, planning, design, procurement, solicitation, contract execution, permitting, construction, closeout and/or final acceptance, and vendor performance. Maintain compliance with Federal, State, and Local codes, laws, and environmental regulations; develop and implement policies, procedures, and process improvements related to capital project delivery, as needed. Oversee risk mitigation strategies and ensure resolution of field conflicts and unforeseen conditions; notify leadership immediately if issues are not able to be resolved. Monitor and enforce project schedules, budgets, documentation, and compliance with City standards and applicable regulations; maintain documentation on project records including, but not limited to, requests for information (RFIs), change orders, field reports, testing reports, pay estimates, construction process, and final closeout documentation. Oversee surplus coordination and training logistics. Manage contractor performance, construction quality, and safety across all phases of work. Act as liaison with stakeholders including, but not limited to, engagement public meetings, milestone communications, and interdepartmental coordination. Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up. Responsible for project scopes, schedules, and contractor access to secure areas during and after business hours.

FACILITY MANAGEMENT

Oversee construction, renovation, and repair of City-owned buildings. Manage pre-construction meetings, blueprint interpretation, and provide technical guidance for internal stakeholders. Maintain facility standards and ensure all work aligns with operational needs and long-term asset planning.

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS



Bachelor's Degree from an accredited college or university in Construction Management, Engineering, Architecture, Urban Planning, or related field; and, Three (3) years' experience in construction project management, facilities development, municipal capital project management, or related field; and, Must have a valid Certified Construction Manager certification,

ORAny combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

REQUIRED SKILLS/ABILITIES



An individual must be able to perform each essential duty satisfactorily. Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget. Knowledge of construction methods, materials, codes, and safety regulations. Knowledge of municipal capital project delivery, including public procurement and stakeholder engagement. Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance. Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions. Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work. Skill in providing exceptional service to internal and external customers. Skill in reading and interpreting construction documents and technical specifications. Ability to communicate effectively, both in oral and written forms, for the needs of the audience. Ability to establish and maintain effective interpersonal relationships. Ability to handle records and complex situations of a confidential nature. Ability to handle difficult and stressful situations with professional composure and confidentiality. Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail. Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders. Ability to motivate, mentor, and train through direct and indirect influence to promote a culture of accountability, collaboration, and continuous improvement. Ability to develop, understand, interpret, and apply rules, policies, and procedures operations. Ability to prepare budget documentation and to monitor expenditures to implement fiscal control and maintain budget compliance.

CONDITIONS OF EMPLOYMENT

Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification. Must pass a physical examination. Must possess and maintain a valid Certified Construction Manager certification.

SAFETY



Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs. Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures. Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

Safety Sensitive (Subject to random drug testing): Yes. Tools/Equipment Used: Standard office equipment, including computer and peripherals; work with digital cameras and video equipment, ladder, engineering scale rules, levels, standard hand tools confined space air blowers, tripod rescue harnesses, and air quality monitoring devices; wear appropriate personal protective equipment (PPE) issued by City of Denton that may include gloves, hard hat, safety goggles/eye protection, hearing protection, respiratory protection, steel-toed boots, and uniforms. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding, use of mouse and reaching; climbing and descending with ladder use. Lifting: Lifting no more than 50 pounds and carrying up to 25 pounds. Environment: Works in an office setting, field offices, construction sites, and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, no/low light, insects, poison oak/ivy, debris, confined spaces, mold, chemicals, odors, heights, potentially hazardous conditions, traffic, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours. Travel: Travel to City of Denton buildings and professional meetings as required. Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, as needed. Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
