Job Description


General Purpose

Under general direction, plans, directs, coordinates, and administers the project management activities for the Public Works Department including new facility construction and existing road reconstruction; coordinates the resource allocation of construction resources to specific projects; ensures that personnel assigned to projects have the appropriate skills and training; ensures policies, procedures, and guidelines related to construction management tasks are up to date; secures project services necessary to ensure the quality of work, compliance to budget, schedule and documentation requirements, compliance with applicable codes, standards, contract documents, and according to the County\'s specifications; performs other support functions as directed by the Director of Public Works.

Minimum Qualifications

Education and Experience:

  • Bachelor\'s Degree in Construction Management or related field, and five years of Facility/Road construction management experience for medium to large construction projects that includes overall responsibility for delivery of construction projects, resource allocation, inspection and compliance, and project budget and contract administration and oversight; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
  • Valid New Mexico Driver\'s License.
  • Must possess a certification as an Erosion Control Inspector, or obtain certification within six (6) months of appointment.
Essential Job Functions
  • Assesses project needs with respect to Facility/Road construction management requirements; reviews resources needed to support the needs of each Facility/Road construction project; and ensures compliance with County policies and procedures; coordinates work with other departments or outside entities relating to Facility/Road construction projects and execution of the work including issues related to permitting, code compliance, work hours, construction impacts, work schedules, project oversight, and staffing.
  • Develops and administers stormwater compliance documents, Authority-wide Title VI, Environmental Justice and Limited English Proficiency and plans/programs, and ADA Transition Plans for the County and prepares a variety of reports.
  • Reviews all Facility/Road construction plans and specification documents for accuracy and compliance with building codes; reviews pay applications, change orders, and certified payroll; tracks expenses as a percent of completion for each project.
  • Reviews and evaluates Facility/Road project cost estimates for accuracy of quantities and pricing with contract and price agreement bid items; writes, reviews, and amends contracts as needed, requests for proposals, price agreements, policies and procedures, work orders, and NTP\'s; and completes and submits applications for funding for road, building and bridge projects to various funding sources including federal, state local, and tribal governments.
  • Functions as a member of cross disciplinary team responsible for construction and maintenance of County facilities, stormwater and flood management, field services, and transportation systems.
  • Coordinates project work with architects and engineers to ensure that Sandoval County facilities are up to code and that they pass all governmental inspections for approval; coordinates and collaborates with the road maintenance and facilities maintenance departments to accomplish special projects.
  • Conducts regular inspections of construction projects to include roads, facilities, construction sites, and drainage ways, to ensure they are being built according to the approved plans and specifications, and in compliance with applicable regulation and requirements; and oversees contractors.
  • Reviews project documentation such as progress payments, changes, work plans and progress reports and provides input and recommendations on project issues; writes, revises, and updates construction project/management related policies and procedures, reports, and contract documents.
  • Prepares and manages budgets for assigned programs, roadway projects, building maintenance projects, and new construction projects.
  • Participates in project reviews, discussions of issues, and resolution of problems related to construction activities.
  • Attends meetings, including construction progress meetings, seminars, webinars, training, and construction industries meetings and seminars to share information and gain insight into current practices and performance enhancement products.
  • Conducts training for staff, the public, county departments, and other government agencies as required.
  • Performs other job-related duties as required.
