The North Carolina Department of Public Instruction is seeking applicants for an Education Program Consultant II (Working Title: Computer Science, IT, and Technology Education Consultant) for our Office of Career and Technical Education.
The Office of Career and Technical Education is responsible for providing state-level oversight, technical assistance, and leadership to all Public School Units (PSUs) for the improvement of secondary education programs and for planning, implementing, and monitoring of state and federally funded Career and Technical Education (CTE) programs and services. Services provided include analyzing and interpreting state and federal laws regulating state policies. This position focuses on curriculum acquisition, assessment acquisition, professional development, collaboration with CTSOs, and work-based learning.
This position is responsible for supporting high-quality instruction and student success in Career and Technical Education (CTE). This position is responsible for the development and management of Computer Science, IT, and Technology Education middle and high school courses and pathways, with a strong focus on curriculum design, assessment, professional development, and alignment to workforce needs. This position ensures that Computer Science, IT, and Technology Education programs prepare students with the knowledge and skills needed for success in technology professions, while also supporting all learners. The consultant serves as a bridge between education, industry, and community partners to strengthen CTE pathways in North Carolina.
Collaboration and Technical Assistance (15%) - Facilitate quality customer service and technical assistance to the field with the implementation of Computer Science, IT, and Technology Education programs.
Curriculum and Assessment Acquisition (35%) - Manage the Computer Science, IT, and Technology Education curriculum and assessment acquisition vision and processes to produce high-quality products to graduate career- and college-ready students.
Professional Development (20%) - Facilitate the creation, access to and implementation of meaningful professional learning experiences that assist in the achievement of educational goals and enhancement of learning outcomes.
Program Management (20%) - Employ a variety of techniques to manage and monitor Computer Science, IT, and Technology Education programs to ensure implementation fidelity.
Special Projects (10%) - Facilitate or manage projects or experiences that provide opportunities to positively impact Computer Science policy and CTE programming as assigned or available.
***This is a hybrid/telework position that would require some days of reporting into the office.***

KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:

  • Thorough knowledge of instructional methods, educational planning, research, and related practices in Computer Science, IT, and Technology Education.
  • Proven ability to coordinate and maintain effective working relationships with committees, colleagues, educational administrators, parent/teacher organizations, and the public.
  • Strong leadership skills in interpreting and communicating complex laws, rules, regulations, and policies to a wide range of stakeholders, both orally and in writing.
  • Exceptional communication skills, with the ability to convey ideas clearly and effectively to federal, state, and local education personnel.
  • Capacity to independently manage key program areas, including curriculum, assessment, professional development, work-based learning, and collaboration with Career and Technical Student Organizations (CTSOs).
Minimum Education and Experience

Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.
