Role Summary





The Compliance Specialist is responsible for

end-to-end compliance paperwork and file management for armed security officer onboarding in Louisiana

, ensuring all hiring, registration, and training records meet:



Louisiana Revised Statutes Title 37, Chapter 47 (Private Contract Security Companies) and related rules under Title 46, Part LIX. Training and firearms requirements for security officers and armed officers (e.g., RS 37:3284 and board-approved firearms qualification). Louisiana employment and background check laws, including RS 23:291.2 (Fair Chance / criminal history) and related guidance.





This role works closely with HR, Operations, Training, and leadership to make sure

no armed guard is deployed until all state and local regulatory requirements are met and documented.



Key Responsibilities



1. Armed Guard Onboarding & LSBPSE Paperwork





Coordinate and process all

LSBPSE registration packets

for new security officers, with a focus on armed guards, including: + Employment applications and required disclosure forms.

LSBPSE registration forms and supporting documentation.
+
Ensure all

fingerprints and background check authorizations

(e.g., Louisiana State Police and FBI cards, LSP Authorization & Disclosure forms) are properly completed, signed, and submitted. Verify that each armed guard: + Meets minimum age and eligibility requirements (21+ for armed).
Has completed the board-approved initial security officer training and firearms training by a board-licensed instructor, with documentation on file.

Track and maintain

active status

of each officer's registration card and company-specific armed credential (since Louisiana guard registration is tied to the employing company).








2. Training & Firearms Compliance Tracking





Maintain a detailed

training matrix

for all guards that documents: + Initial classroom training required under RS 37:3284 (e.g., orientation to RS 37:3270-3299, legal powers and limitations, emergency procedures, etc.).
Armed guard firearms training and range qualification records (date, instructor, course, target scores).
+
Monitor and schedule

annual firearms retraining and re-qualification

for armed officers, ensuring minimum standards (such as written tests and minimum marksmanship qualification) are documented per board rules. Coordinate with Training staff and board-licensed instructors to ensure all curricula remain aligned with current LSBPSE rules and approved training criteria.









3. Hiring Law & Background Check Compliance





Ensure the company's guard onboarding process complies with

Louisiana employment and background check laws

, including: + RS 23:291.2 and Act 406 ("Fair Chance" law) regarding how arrest records and criminal history may be used in hiring decisions.
Any state-specific look back limitations and required notices under federal FCRA and state law when using third-party background screening vendors.

Help design and maintain standardized

individualized assessment templates

for criminal history evaluations, consistent with state law and company policy (e.g., nature of offense, time since offense, job-relatedness, risk level). Work with HR to ensure: + "Ban-the-box" style requirements (where applicable) are followed.
Adverse action procedures are followed when denying employment based on reportable criminal history (pre-adverse and adverse notices, copy of report, summary of rights).

4. Lafayette City-Parish Compliance & Local Requirements





Stay current on

Lafayette City-Parish Consolidated Government Code of Ordinances

for any provisions affecting: + Security services, alarm response, and off-duty detail coordination.

Business licensing, permits, or occupancy/use restrictions relevant to security operations.
+

Coordinate with the LCG

Permits & Codes Division

and internal stakeholders to obtain/renew any required permits or licenses related to company operations within Lafayette city/parish limits. Maintain a quick-reference guide for Operations and Scheduling summarizing

local Lafayette requirements

that may impact how and where armed officers can operate (e.g., certain venue or event-specific rules).

5. Internal Audits, Record keeping & Reporting





Maintain

organized, audit-ready guard files

(physical and/or electronic) containing all required documentation for each officer, including: + LSBPSE registration and renewal records.
+ Training certificates, firearms qualification records, and annual retraining logs.
+ Background check documentation, individualized assessments, and hiring decision records.
Conduct

periodic self-audits

of guard files to confirm: + No armed guard is deployed without current registration and firearms qualification.

Required documentation is complete, accurate, and retrievable for inspection by LSBPSE or other authorities.

Prepare summary reports for leadership on compliance status, upcoming expirations, audit findings, and remediation plans.

6. Policy, Process & Regulatory Change Management





Monitor updates from the

Louisiana State Board of Private Security Examiners

(e.g., rule changes, new guidance, compliance bulletins), and ensure internal procedures are promptly updated. Maintain and periodically revise

standard operating procedures (SOPs)

for: + Armed guard onboarding
+ Background checks and criminal history assessments
+ Training and requalification documentation
Provide training and refresher briefings to HR, Scheduling, Supervisors, and Management on key compliance topics.

Required Qualifications



Education:


+ High school diploma or GED required.
+ Associate's or Bachelor's degree in Criminal Justice, Business Administration, Human Resources, or a related field preferred.

Experience:


+ 2-3+ years in a compliance, HR, legal assistant, or security administration role,

preferably in private security, law enforcement, or a regulated industry.


+ Experience handling sensitive personnel files, background checks, or licensing paperwork.

Knowledge & Skills:



- Working knowledge (or strong willingness to learn) of

Louisiana private security laws and LSBPSE rules

for security officers and armed officers.
- Familiarity with

employment background check requirements

and fair hiring / Fair Chance principles.
- Strong attention to detail and ability to manage high volumes of paperwork without errors.
- Proficient with Microsoft Office / Google Workspace and HR or compliance tracking systems.
- Ability to read and interpret statutes, rules, and city ordinances, and translate them into internal checklists and processes.
- Strong written and verbal communication skills; able to clearly explain requirements to guards and internal teams







Preferred Qualifications





Prior experience working for a

Louisiana-licensed private security company

or a related regulatory agency. Experience interfacing directly with LSBPSE or similar regulatory/licensing boards. Experience with Lafayette City-Parish government processes, permits, or local compliance. Professional certification related to compliance, HR, or security management is a plus.

Working Conditions & Other Requirements





Standard office environment in Lafayette, LA, with some flexibility for hybrid work depending on company policy. Occasional travel to training sites, ranges, or government offices may be required. Must be able to handle confidential information with discretion and pass the company's own background screening. Regular business hours with occasional extended hours during high-volume onboarding periods or audits.
