Job Description

The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries - electric, natural gas, telecommunications, water/wastewater, and transportation - before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state's Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
The SC Energy Office promotes energy efficiency, renewable energy, and clean transportation through a variety of initiatives and programs providing technical and financial assistance, education and outreach, and data and research. The Compliance Analyst will assist with grant management, compliance, and operational support. Funding for this position has a projected expiration of January 31, 2028, but can end prior to that date as it subject to federal grants. Job duties include:

• Create, implement, and manage grant compliance and reporting processes.
• Assist in tracking and maintaining records for federal awards, cooperative agreements, and subawards.
• Coordinate preparation and timely submission of required state and federal reports, including quarterly and annual performance reporting.
• Train Energy Office and ORS staff on the requirements for DOE Assistance Agreements, 2 CFR part 200, and required compliance for Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA).
• Support the development and administration of contracts, grants, and agreements in accordance with state and federal procurement and grant requirements.
• Assist with the internal development and tracking of operational guidance documents, standard operating procedures, and workflows to support grant management and ongoing compliance.
• Coordinate with program and finance teams to review and process invoices and ensure alignment between program activities and financial tracking.
• Research federal guidance and communicate relevant updates to staff and partners as needed.
• Provide general office administrative support as needed.

Bachelor's degree in public administration, political science, business, environmental studies, or related field and at least 2 years of relevant grant management, project management, and/or program support experience.

• Experience with federal grant management, sub-recipient fiscal monitoring, and compliance.
• Experience with databases or grant management software.
• Proficient in Microsoft Office, Excel, and other common computer programs.
• Experience or demonstrated interest of federal grant regulations, energy programs, or environmental policy.

• This is a temporary grant position that will be funded through the US Department of Energy. Funding for this position has a projected expiration of January 31, 2028, but can end prior to that date.
• Position may require travel, out-of-town lodging, and occasional weekend and after-hours work.
• Must possess a valid driver's license.
• All ORS employees are required to attend ethics training annually for continued employment.
• Employee's hours will be Monday to Friday, 8:30 am - 5:00 pm.
• Employees work in person in the ORS office located in Columbia, South Carolina.
• All ORS employees are prohibited from owning equity in regulated entities.
