The Opportunity
WSDOT is currently seeking a Community Transportation Planning Supervisor (Transportation Planning Specialist 5) to lead statewide public transportation operating grant delivery, technical assistance, and oversight. This position ensures compliance, accountability, and transparency for multimillion-dollar federal and state grant programs while developing systems and strategies to streamline project and program delivery. The incumbent will collaborate with internal and external partners to integrate public transportation with other modes, enhance program performance, and support legislatively mandated reporting and grantee training. Serving as a consulting expert and supervisor, this role manages time-sensitive operating grant projects that impact the entire division and advances statewide transportation planning priorities. Success in this position relies on the ability to foster strong partnerships across multiple functional work groups to achieve program goals.
What to Expect
Among the varied range of responsibilities held within this role, the Community Transportation Planning Supervisor will:

• Oversee statewide Community Transportation Planner program administration, providing technical assistance, grant monitoring, and program evaluation to improve access, capacity, and efficiency.
• Develop and implement program processes, methodologies, performance measures, and quality assurance practices aligned with agency strategic goals, climate strategies, and compliance requirements.
• Represent WSDOT as a subject matter expert for public transportation planning, grant programs, and policy development, ensuring consistency in standards, procedures, and communication.
• Supervise and guide a statewide team of professional staff, fostering collaboration, performance excellence, and professional growth while managing workload priorities.
• Engage internal and external stakeholders, including regional offices, MPOs, RTPOs, and transportation providers, to build strong partnerships and align statewide planning efforts.
• Coordinate with grantees to ensure adherence to state and federal requirements, application processes, funding cycles, and program reporting expectations.
• Analyze program performance, identify barriers, and recommend policy or process improvements to streamline grant delivery and program outcomes.
• Communicate program updates, guidance, and technical information through presentations, reports, and training for agency leadership, grantees, and public stakeholders.

Qualifications
To be considered for this opportunity, the following are required:

• Grants Oversight Expertise: Demonstrated advanced professional experience in managing state and/or federal grant programs, providing technical assistance, monitoring, and direct support to grant recipients to ensure compliance and successful program delivery.
• Team Leadership: Proven experience leading multidisciplinary teams to achieve organizational goals, build collaboration, and deliver results within or in partnership with government agencies.
• Supervisory Skills: Demonstrated ability to supervise staff, provide coaching and feedback, and manage performance to align with organizational objectives.
• Respect and Equity: Demonstrates the ability to contribute to a work environment that fosters respect, inclusion, and equal opportunity for all.

It is preferred that qualified candidates also have:

• Public Transportation Knowledge: General understanding of best practices, industry standards, federal and state rules, and regulatory requirements related to public transportation, multimodal transportation networks, and land use issues.
• Transportation Systems Expertise: Background in transportation performance, governance, funding, planning, design, construction, maintenance, operations, and transportation demand management, including special needs and local government transportation planning.
• Public Transportation Knowledge: Understands public transportation governance, policy, funding, planning, transit operations, special needs transportation, and multimodal system analysis.
• Leadership & Collaboration: Leads teams effectively through change, builds consensus, develops work processes, resolves conflicts, and delivers results in partnership with stakeholders.
• Analytical & Problem-Solving Skills: Evaluates complex information, interprets laws and regulations, assesses risks, and communicates findings clearly to diverse audiences.
• Customer Service & Stakeholder Engagement: Provides responsive and professional service, maintains strong relationships with internal and external partners, and ensures effective issue resolution.
• Technical Proficiency: Uses technology effectively to improve productivity, with advanced skills in Microsoft Office and Visio for creating reports, presentations, and data analysis.
• Grants Oversight Expertise and Advanced Education: Demonstrated ability to provide professional grants oversight, including technical assistance and compliance monitoring for state and/or federal grant programs to ensure effective delivery and accountability, and a bachelor's degree in planning, public administration, or a related field. OR;
• Agency Experience: Experience as a Transportation Planning Specialist 4 or equivalent classification in state, city, or county agencies with direct professional experience in grants delivery and oversight.
