Position Summary: Senior administrative position responsible for the oversight and operations of Residential Reentry Centers (Swigart, Joshua Glover and Parsons House), ensuring a high level of contract and regulatory compliance, safety and security, and the fair and respectable treatment of all residents. Responsible for oversight of all Workforce Services to include the Center for Drivers License Recovery & Employability (CDLRE), the Fatherhood Initiative, and Community Improvement & Job Training (CIJT). Responsible for oversight of Community Building Milwaukee (CBM).

Essential Functions: * Ensure agency compliance with residential zoning codes, building codes and State licensure. Be knowledgeable and keep current on governmental codes, treatment requirements and statutory requirements.

  • Develop and approve program budgets in conjunction with accounting, the VP and the Program Directors; monitor budget and address variances with budget line items. Review monthly financial reports and address those factors which create deficits.
  • Approve major equipment purchases; coordinate remodeling plans and implementation.
  • Seek out and negotiate purchasing opportunities that impact the expenditures of the Residential Reentry Centers.
  • Ensure program compliance with all funding source contractual requirements, including the Statement of Work (SOW) for Parsons House.
  • Ensure that WCS policies and procedures are followed in all programs ensuring adequate staffing and the safety and security of all facilities.
  • Ensure division staff and program leaders comply Promote staff enhancement through training and education.
  • Facilitate team meetings of Program Directors at the Residential Reentry Centers, and other program leaders in the division.
  • Primary liaison to funding sources including responding to issues for all division contracts.
  • Primary liaison to the community, police and government for residential issues, including education and problem solving; supervise and lead community relations as related to the siting of facilities.
  • Audit program reports and reporting mechanisms for accuracy and correctness.
  • Participate in State and national activities that represent the division program areas.
  • Seek out and develop new programming and new sites, including supportive housing options.
  • Keep abreast of best practices and implement them in the residential programs.
  • Participate in the WCS Senior Leadership and Townhall meetings.
  • Responsible for all continuous quality improvement and specific quality assurance plans at all program sites, to include fidelity to the agency and programs\xe2\x80\x99 policies and procedures.
  • Ensure fair and equitable treatment of all program participants and staff.
  • Work with the VP and HR to ensure all personnel matters are handled according to agency guidelines.
  • Prepare program updates and reports for WCS Board of Director meetings, and send to the VP for review prior to the established deadlines.
  • Ensure compliance with all agency reporting requirements and timelines.
  • Monitor fidelity to Evidence Based Practices in all division programs and participate on the Evidence Based Practice Committee of the agency and ensure communication updates to all program managers and staff.
  • Work with Development and the VP to respond to competitive solicitations to sustain and expand programming within the division.
  • Serve on various reentry committees in the community with other agencies and stakeholders, the CDLRE Advisory Committee, the CBM Advisory Committee, RRC house meetings, Neighborhood Association meetings, the Milwaukee Reentry Network, the Reentry Council, WCCA, the quarterly Community Relations Committee for residential reentry services, and others.
Other Duties and Responsibilities: * Serve on community committees and represent agency as appropriate.
  • Participate in trade and professional organizations related to residential services.

Job Qualifications:

Minimal Qualifications: Bachelor\xe2\x80\x99s degree in social sciences, preferably criminal justice; may be in business administration; five years\xe2\x80\x99 experience in Residential Reentry and Workforce services preferred; two years\xe2\x80\x99 experience with the reentry population. Three years supervisory experience. Valid driver\xe2\x80\x99s license; ability to pass care-giver\xe2\x80\x99s investigation and criminal background check and employee drug testing.

Knowledge, Skills and Abilities: Knowledge of residential community corrections, Reentry services, Workforce programming and working with the adults returning to the community from incarceration; knowledge of agency policy and procedures and ability to implement and communicate them to others; knowledge of contract expectations and ability to define and communicate those expectations; knowledge of best practices and ability to implement them; skill in verbal and written communication; ability to lead with direction; ability to maximize the application of limited resources; ability to use Teams, Google docs, Word and Excel spreadsheets for management purposes; ability to manage crises in a calm, effective manner; ability to support staff and generate effective teamwork; knowledge and innovation specific to developing and implementing programs specific to Community & Reintegration services (reentry, workforce, etc.).

Physical Demands: Position requires travel in the county and State; ability to use hands for computer work; may occasionally lift or move objects up to 50 pounds.
