POSITION SUMMARY
Provides first line of health care in the village clinic setting. Oversees the staffing of the clinic and assigns duties to staff available. Provides clinical supervision to all staff, to include having monthly staff meetings and submit reports to the CHAP office. Manage and maintain the workflow of the clinic to ensure proper procedures and guidelines are followed for self and all staff. Must apply for the National Provider Identifier (NPI) and State Medicaid Provider enrollment.
PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Maintains clinic during scheduled clinic hours approved by CHAP Administration. Manage clinic staffing and coverage needs.
  • Provides personnel management for clinic staff including, staff timekeeping, staff evaluation, leave approval, etc.
  • Resolves conflict, ensures safety, and maintains a healthy work environment for clinic staff.
  • Recruitment and hiring for CHA/Ps, MTs, and AA?s, responsible for personnel duties including disciplinary action and termination of staff. To include orientation for all new and returning staff.
  • Provides clinical guidance and direct observation of CHA-I, CHA-II, CHA-III, CHA-IV, CHP, MT, and AA, to include monitoring all training requirements.
  • Participate in clinic fire drills, monthly emergency light checks, and disaster drills, activates drill and submits documentation of drill to the appropriate departments.
  • Manage and maintain the following for self and all employees

  • Health Stream requirements
  • Employee Health Requirements
  • Annual Performance Reviews
  • Competency Assessments

  • Provide or delegate quality patient care satisfaction reports to include the following a. Hand Hygiene reports b. Patient Care Satisfaction Survey?s
  • Liaison to appropriate department regarding maintenance repairs, janitorial services, and upkeep of clinic equipment.

  • Manage SQSS for all staff to include processing and training for the following
    • Action Reports and Incident Reports following the procedures, policies, and guidelines.
    • Manage and submit Blood Born Pathogen Incident Reports
  • Completes required medical and program reports and submits to CHAP Administration.
  • Ensures P.O.C. and D.E.A. Controlled Medication Logs are maintained by a Medication Technician or other appropriate staff.
  • Provides acute, emergency, preventive, and chronic patient care per the Community Health Aide Manual (CHAM).
  • Performs and/or assumes all job related duties as needed per CHA I, II, III, IV, CHP s.
  • Work toward and maintain CHAP Board certification, and all requirements to maintain CHP status.
  • Enforce CHAM use and complete documentation for self and all CHA?s.
  • Demonstrate a positive role model representing CHAP and his/her respective community.

  • Travel to villages as needed for training, to maintain CME, and to the main CHAP office for regular meetings.
  • Other duties as assigned.



Job Qualifications:



MINIMUM REQUIREMENTS
CHA III/Clinic Supervisor: High School Diploma or equivalent plus must be a current State Board Certified CHA-III or higher, and/or previously an employed CHA-III or higher willing to complete re-entry and re-certification within eight months of hire date. Must successfully complete MSO tests for current level. Must maintain CHAP Board Certification. Failure to complete all training requirements will result in demotion of CHA status and pay. Must be current in ETT and/or EMT certification or recertify within eight months of hire date. Willing and able to provide village medical health services on a routine and emergency basis and the ability to provide services under stressful situations. Ability to lift 50 lbs., stand and or sit for prolonged periods of time. Ability to speak Inupiaq desirable. Three years of Primary CHAP experience preferred.
CHA IV/Clinic Supervisor: All of the above qualifications for CHA III plus successful completion of Session IV training. Must successfully complete MSO tests.
CHP/Clinic Supervisor: All of the above qualifications for CHA IV plus successful completion of Preceptorship. Must successfully complete MSO tests.
