SUMMARY OF JOB PURPOSE

The Northeastern Nevada Regional Development Authority\'s (NNRDA) Community Development Officer will act as the Director of the newly formed Northeastern Nevada Economic Development District (NNEDD). This position will require management and oversight of the NNEDD including but not limited to, establishment of board agendas, creating and delivering reports to board members and Economic Development Administration Professionals, and managing and executing goals and objectives outlined in regional and local Comprehensive Economic Development Strategies (CEDS). Research, data analysis, report writing, presentation, collaboration, marketing, self-motivation, and problem-solving skills are all required to be successful in this position.

Education and Experience

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

  • Work with NNRDA communities to develop, maintain, and implement their respective comprehensive economic development strategies (CEDS).
  • Partner with Economic Development Administration (EDA) to identify, seek out, and secure funding to promote NNEDD activities.
  • Evaluate, identify, and aid in local and regional housing opportunities to ensure affordable and adequate home options for current and prospective Northeastern Nevada residents.
  • Establish and manage programs that assist small business, industry, or local governments in their efforts to enhance community and economic development.
  • Collaborate with communities, local, and out of region healthcare providers to identify and fill gaps in healthcare services throughout the region.
  • Identify and aid in the development of key infrastructure projects within the region including but not limited to natural gas, broadband, railroad, nuclear, and air service.
  • Develop relationships with private industry, K-12, and college level educational institutions that lead to workforce development programs for existing and prospective industries within the region.
  • Work with local municipalities to explore, develop, and deploy incentive packages that can be offered to prospective business for expansion or relocation to the area.
  • Identify and aide in the development of strategic industrial, commercial, and retail land to ensure opportunity for prospective business in Northeastern Nevada.
  • Work with all NNRDA team members, the Governor\'s Office of Economic Development and member communities.
  • Cultivate and maintain good working relationships with all city and county officials, and staff persons.
  • Establish contacts and develops rapport with key business and government personnel within the region.
  • Participate in regional activities as a representative of the NNRDA.
  • Travel moderately in state and out of state.

  • Northeastern Nevada economy, and the industries located in the region;
  • Basic obstacles associated with rural development and growth;
  • Applicable federal, state, and local laws, and regulations, including the open meeting law;
  • Basic research and statistical analysis techniques;
  • Basic marketing techniques;
  • Use of a personal computer and current software applications including but not limited to Microsoft Office applications;
  • Programs to retain, expand, and attract businesses;
  • Loan programs to aid businesses; and
  • Basic activities involved in developing vacant parcels of land.

Physical Demands and Working Environment

An employee in this position must meet the following physical requirements upon application:
  • Work is performed in multiple settings, including in the office, field and from home based on a flexible schedule - including outside of business hours but keeping within a 40-hour work week.
  • Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
  • While performing the duties of this job, the employee is frequently required to talk or hear, sit, use hands to finger, handle, feel, or operate objects or controls, and reach with hands and arms.
  • The employee is occasionally required to stand or walk.
  • Ability to sit or stand at a computer for several hours at a time.
  • The employee must occasionally lift and move up to 15 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The noise level in the work environment varies based on the setting work is performed. Frequent interruptions to planned work activities should be expected.
  • Environment is generally clean with limited exposure to conditions such as dust, fumes, noise, or odors.
  • Requires moderate travel with the use of a personal vehicle.
