General Purpose
The City of Bonney Lake is hiring a limited-term Case Manager to perform a variety of administrative and professional work in providing case management for their Community Court. Responsible for planning, organizing and administering resource community service programs, general counseling and referrals for participants participating in Community Court. Responsible for assessing an individual\'s amenability to, planning, organizing resource service programs, general counseling and referrals for Community Court participants. Work is performed independently and as part of a team. Tasks are completed with general guidelines and require some independent judgment. Contribute to the Court\'s vision, mission and goals in the performance of all job duties.

This a limited-term position, with funding currently through June 30, 2024.

Supervision
Reports To: Judicial Branch Administrator and Presiding Judge
Supervises: Generally, no one. May supervise interns, other part-time or temporary employees as assigned.

Duties

Essential Functions

  • Develop policies and procedures to establish and implement a Community Court Support Services office and support system for Community Court participants.
  • Accompany participants on work programs in the City.
  • Assist participants in the development and implementation of individualized Community Court Support Service plans to satisfy conditions set by the court.
  • Observe and document participant\'s appearance and behavior. Notes speech tone and characteristics. Observe urine collection and processing in compliance with chain of custody requirements.
  • Conduct criminal record history review and conducts assessments using the Criminal Court Assessment Tool (CCAT) to assess challenges in different areas for the participant including substance use, domestic violence, mental health, housing, employment and education.
  • Prepare written reports for the Core Team which consists of Prosecution, Defense and Judge.
  • Appear in court, offer testimony regarding participant\'s compliance/non-compliance with orders of the court.
  • Maintain regular contact with participants.
  • Maintain ongoing and timely contact and correspondence with the court, community agencies, participants, treatment providers, community related sources and potential stake holders.
  • Document and maintain comprehensive log of contacts, information obtained, status and actions taken relative to cases.
  • Manage case files and filing. Complete data entry for caseload tracking, reporting, and maintain statistics related to the Community Court participants.
  • Plan and coordinate a community work program with participants.
  • Orient those who are new to work crew and community service to the program protocols, work crew and community service requirements and expectations.
  • Investigate, evaluate, and report inappropriate behavior of work crew and community service participants to the Core Team.
  • Provide outreach services to locate missing participants and help to re-engage participants with community court program and services.
  • Organize and facilitate onsite group sessions and programs.
  • Serves as a member of various staff committees as assigned.
  • Attend training and review guidelines and policies of other Community Courts to gain insight into other avenues of support to facilitate success of participants.
  • Meet with individuals who are in custody if there is an indication of interest in participating in Community Court.
  • Interpret and facilitate participant\'s compliance with Community court orders.
  • Create an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by welcoming and meeting the diverse needs and perspectives of groups and individuals.
  • Remain current with relevant technological advancements as it relates to the field.
  • Maintain regular, reliable and punctual attendance.
  • Perform other duties as assigned.
Qualifications

Education, Experience and License Requirements
  • Bachelor\'s degree in sociology, psychology, law enforcement, criminal justice or a closely related field.
  • One (1) year of related work experience.
  • Minimum of 6 months of experience administering a community-oriented program
  • Possession of a valid Washington State Driver\'s license
  • Successful passing of a required background check and national fingerprint-based records check.
  • Be certified as a Washington Health Plan Navigator.
  • Knowledge of and experience with HARPS (Housing and Recovery Through Peer Support) fact sheet through Washington State Health Recovery Authority
  • Knowledge of and experience with HEN (Housing and Essential Need) referral program, Supportive Housing Services through DSHS.
  • Valid CPR/First Aid certification or ability to obtain one within one (1) month of hire.

Physical Demands
  • Moving throughout City facilities and buildings.
  • Travel to off-site locations and move throughout the community as needed.
  • Drive and perform field work.
  • Operate a computer and other office equipment.
  • Communicate with City employees and residents.
  • Lift or move items weighing up to 30 pounds on occasion.
Work Environment
  • 90% of work is performed in an office environment and 10% is performed outdoors.
  • Work evening and/or weekend hours as needed.
  • Night meetings may be required (after 5:00).
